Position Overview: The Chief Nursing Executive (CNE) serves as the second highestranking nursing leader within Titus Regional Medical Center overseeing all nursing operations to ensure the delivery of highquality patient care. This executive role involves strategic planning policy development and collaboration with other senior leaders to align nursing practices with the organizations mission and goals. The CNE reports directly to the Chief Operations/Chief Nursing Officer (COO/CNO) and is a key member of the senior leadership team. Key Responsibilities: - Strategic Leadership:
- Develop and implement nursing strategies that support the organizations objectives and enhance patient care quality.
- Participate in executive decisionmaking processes providing insights on nursing and patient care issues.
- Implement a process for hiring staff that uses situational and behavioral interview format to assure that the organization is hiring qualified candidates that espouse TRMC cultural values thereby reducing attrition rates.
- Involved in the planning and implementation of a robust Employee Engagement study addressing staff feedback by forming PI groups that find and implement solutions for valid concerns.
- Operational Management:
- Oversee daily nursing operations ensuring compliance with healthcare regulations and standards.
- Manage departmental budgets including resource allocation and financial planning.
- Adopt a culture of fiscal responsibility and assure that leaders are cognizant and espouse the same philosophies.
- Adopt evidenced based productivity models and assure that nursing leaders are assessing daily for variances and employing methods to reduce labor costs while still maintaining safety of patients.
- Address productivity occurrences that are outside of the accepted model meeting the vision of organizational financial stability.
- Ability to work in dyad model with physician experts for Service Line Development
- Policy and Procedure Development:
- Establish and enforce policies procedures and best practices to maintain exacting standards of nursing care.
- Ensure organizational adherence to all applicable regulations and stay updated on industry changes.
- Staff Development and Supervision:
- Recruit train and mentor nursing staff and leaders fostering professional growth and development.
- Promote a culture of continuous learning and improvement among nursing personnel.
- Must assure that House Supervisors Directors Managers Clinical Coordinators are well versed in escalation and that both leadership and frontline staff have escalation training.
- Promote bravery in management ranks encouraging that variances to care or violation to hospital policy addressed immediately by TRMC leaders.
- Quality Improvement and Compliance:
- Lead initiatives to improve patient care quality and safety utilizing evidencebased practices.
- Monitor patient outcomes and implement strategies for enhancement.
- The CNO is responsible for assuring compliance with nursing licensure and assuring nursing peer review conforms with rules by the Texas Board of Nurse Examiners (BON) and fostering the BONs goal of safeguarding the public with safe nursing practices and adherence to the Nurse Practice Act.
- The CNE is responsible for assigning a Nursing Peer Review (NPR) Chairperson and assuring that the NPR Committee has the education and knowledge to assure maintenance of the peer review process in a compliant manner.
- The CNE is responsible for appropriate reporting to the BON of any nurse violating the Nurse Practice Act as referred by the Peer Review Committee for Incident Based Violations.
- Responsibility for assuring a safe environment for nurses to practice. The CNE will assure that variances to safety are addressed and reviewed by Nursing QAPIs for planning and intervention with a goal of reducing future variances.
- Understands how to triage incidentbased variance based on risk and reports any incidences that have the potential for harm or sentinel event criteria immediately to the COO/CNO.
- Attends all Root Cause Analysis events and assures that appropriate PI teams are formed for identified gaps in safety and that the interventions from the RCA are hardwired by monitoring the process up to one year in quarterly intervals.
- Assures that PDSA work by nursing leaders include monitoring in graphic format and trended over time.
- Plans and executes a hospital wide initiative for Stop the Line Training empowering hospital employees to identify processes that are a potential safety risk and use a speak up mentality.
- Assure by deescalation training is ongoing and specific to staff populations. reduce risk of harm to staff
- Collaboration and Communication:
- Work closely with other department heads and medical staff to ensure integrated and efficient patient care.
- Serve as a liaison between nursing staff and executive leadership advocating for nursing needs and perspectives.

Qualifications: - Education:
- Bachelors Degree in Nursing (BSN) with a Masters Degree or Bachelors Degree in Nursing (BSN) with written plan for obtaining a Masters Degree in three years
- Experience:
- Minimum of 5 years in nursing leadership roles with a record of progressive responsibility.
- Demonstrated experience in strategic planning policy development and staff management.
- Licensure/Certification:
- Current Registered Nurse (RN) license in Texas
- Skills:
- Strong leadership and decisionmaking abilities.
- Excellent communication and interpersonal skills.
- Proficiency in healthcare regulations accreditation standards and best practices.
- Ability to manage complex projects and lead organizational change.
