Functional Description:

  • Applies analytic techniques in the evaluation of program/project objectives.
  • Collects completes organizes and interprets data relating to aircraft/weapon/project acquisition and product programs.
  • Tracks program/project status and schedules.
  • Applies governmentinstituted processes for documentation change control management and data management.

Duties and Responsibilities:


As a Journeyman Program Analyst you are responsible for creating managing and reporting procurement financial and contractual performance of assigned E6B Mission Communications Systems & Block II projects. The position would be responsible directly to IPTs within Mission Communications Systems & Block II IPT in tracking of readiness and sustainment requirements for current fleet need/demand as well as tracking and developing future requirements that impact sustainment and communication systems. Apply knowledge and expertise in continuous process improvement to track performance to plan on program office efforts.

  • Provides acquisition and sustainment expertise for the E6B Mercury Mission Communications Systems & Block II.
  • Applies NAVAIR and OSD instructions for acquisition planning data requirements milestone reviews budget development and coordination and program planning.
  • Participates in status briefs and recommend responses to program inquiries.
  • Support the operation of the IPT including scheduling and organizing meetings making data calls and assessing the data updating schedules and support the development of procurement packages.
  • Liaises directly with program office Contract Specialists and Procurement Contracting Officer in the development and processing of SOW Statement of Objectives (SOO) Performance Based Specifications CDRLs Technical Evaluations and other contractual documentation for contracting efforts.
  • Manages procurements using the PMT including development and management of PID; coordination and preparation of all actions required for conducting Procurement Planning Conferences (PPCs); generation routing and tracking of Procurement Planning Agreements (PPAs); and input tracking and reporting of PMT actions and milestones.
  • Coordinates program documentation requirements documents and program and budget/funding resource plans.
  • Facilitates and track spend plans using CSPT funding documents and data calls associated with the PPBS.
  • Analyzes requirements status budget and schedules.
  • Collects completes organizes and interprets data relating to aircraft/weapon/project acquisition and product programs.
  • Tracks program/project status and schedules.
  • Analyzes and evaluate acquisition strategies and planning processes and provide inputs and/or recommended changes.

Required Experience:


At least three 3 years of combined experience performing duties described in the functional description.


Desired Experience:

  • Experience processing procurement documentation.
  • Experience with acquisition reviews and cost analysis.
  • Experience with the following: Common Spend Plan Tool (CSPT) Program Management Tool (PMT) or Contract Data Requirements Lists (CDRLS) Program Planning and Budgeting System (PPBS) Statements of Work (SOW) and Procurement Initiation Documents (PID).
  • Proficiency in MS tools PowerPoint Excel TEAMS and MS Project. Ability to create pivot tables and graphs of data from exports of CSPT and other sources.

Education Requirements:

  • BA/BS degree from an accredited college.

OR

  • Associate degree plus two 2 years additional work experience performing duties described in the functional description of the labor category may be substituted for a bachelors degree.

OR

  • Four 4 years additional work experience performing duties described in the functional description of the labor category may be substituted for a bachelors degree.
