The Opportunity
Our Environmental Planning and Permitting team is looking to add an #EnergyProblemSolver in Houston TX or Charleston WV. This role reports to TC Energys Manager US Environmental Planning and Permitting and will lead environmental permitting efforts for pipeline and facilities growth projects.
We are seeking a dynamic and results driven Environmental Permitting Analyst who has knowledge and experience in pipeline environmental permitting and Federal Energy Regulatory Commission compliance. This individual has the proven skills competencies and capacity to manage multiple large projects in various phases of development and geographic locations from prerouting/siting phase into construction compliance phase.
What youll do
Manage environmental permitting related activities and compliance measures associated with a project development from concept to completion.
Oversee environmental permitting for pipeline and facilities projects including preparation of state and federal authorization requests. This will include U.S. Army Corps of Engineers (USACE) Section 404 of the Clean Water Act (CWA) and Sections 10 and 408 of the Rivers and Harbors Act Federal Energy Regulatory Commission (FERC) 7(c) Section 106 of the National Historic Preservation Act (NHPA) Section 7 or 10 of the Endangered Species Act (ESA) as well as construction stormwater permits hydrostatic test discharge permits and other federal state and local authorizations as required.
Effectively communicate with and negotiate permit conditions with applicable Federal State and Local agencies.
Work within a multidisciplinary project team to explain environmental requirements associated with a project and ensure compliance with those requirements.
Responsible for coordinating and/or conducting monitoring and field investigations needed to support permit applications and assure compliance with existing permits when applicable.
Oversee and review the of natural and cultural resource surveys as well as the preparation of associated reports permit applications and consultations with a commitment to detail.
Develop and maintain strong working relationships with internal and external stakeholders including project team members regulatory personnel and thirdparty contractors.
Prepare project scopes cost estimates and permitting schedules and manage environmental project budgets.
Supervise contractors subcontractors and field personnel.

Communicate with the public and community stakeholders at hearings and public meetings.
Postconstruction monitoring management: Executing a plan to effectively organize postconstruction activities on all projects requiring monitoring permit closeout and/or settlement agreements
Understand and maintain knowledge of relevant environmental regulations such as CWA ESA National Environmental Policy Act (NEPA) NHPA and Rivers and Harbors Act Sections 10 and 408.
Minimum Qualifications
BS Degree in environmental or biological science geology or related field.
57 years experience in managing environmental planning and permitting for transmission pipelines storage facilities and/or other energy projects including routing/siting environmental planning project management and environmental compliance.
Experience and understanding of the FERC 7(c) permitting process.
Consistent project permitting experience (specifically linear project permitting experience) under the CWA NEPA Natural Gas Act ESA NHPA and relevant state permits.
Experience and understanding of USACE permitting processes including Section 404 Section 10 and Section 408.
Preferred Qualifications
MS Degree in environmental or biological science/geology/engineering or related field.
8 or more years of experience in pipeline permitting for natural gas with a focus on FERC 7(c) projects.
Previous experience solving complex regulatory permitting and compliance issues for major pipeline infrastructure and construction projects as well as routine operations and maintenance activities.
Expertise in assessing the impact of and developing/implementing strategies to address environmental regulatory initiatives
Expertise in assessing policy and regulatory issues to support development of corporate reporting and policy positions.
This position requires candidates to:
Requires travel to project locations agency inspections and other field office locations within TC Energys US Natural Gas footprint requiring overnight stays (estimated up to 20 of work schedule)
Have current valid authorization to travel internationally (including but not limited to Canada US and Mexico)
