Position Overview
This position is accountable for the management of the Construction Section which constitutes the supervision of all highway construction contracts from award of contract until final payment to the contractor.
Essential Functions
- Ensures that construction projects are completed in accordance with governing specifications plans and special provisions and appropriate engineering costs.
- Ensures that construction proceeds in a manner that balances the demands for highway safety mobility and convenience to the public.
- Approves contractors schedules to ensure that construction projects are completed in accordance with allotted working days or completion date.
- Trains motivates and evaluates assigned personnel.
- Responsible for providing and maintaining a safe work environment for subordinate personnel.
- Performs duties in compliance with departmental safety rules. Performs all duties in a manner conducive to the fair and equitable treatment of all employees.
- Performs other duties as assigned.
Minimum Qualifications
- Current registration as a Licensed Professional Engineer in the state of Illinois.
- Eight years of experience in civil engineering.
Preferred Qualifications
Ten years of experience in civil engineering of which at least six of which should be in the specific area of highway engineering four years of which should include the planning and supervision of significant engineering work.
Knowledge and experience with materials used in design construction and maintenance of highways.
Strong management skills.
Strong problemsolving/decisionmaking skills.
Ability to develop and maintain cooperative relationships with staff and the public.

The Illinois Governmental Ethics Act 5 ILCS 420/4A et seq. requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 1509 Fines and penalties apply to untimely filings.
