Position Summary:
The Housing Program Director will ensure that the program achieves fundamental housing goals as specifically determined in the annual agency strategic plan including helping to stabilize stabilize families at risk of becoming homeless by helping families quickly and effectively secure and maintain stable permanent housing increase selfsufficiency (income benefits and education) and increase family stability/strength.The Housing Program Director is accountable directly to the Senior Director of Housing and is responsible for directly supervising the Team Coordinator Case Managers and the Program Associate.

Highlighted Duties and Responsibilities:
Program Management and Client Services Responsibilities:
- Provides leadership and vision in developing and managing the program and ensures program integrity and excellence in keeping programs in line with best practices in the field.
- Oversees general program operations including development and implementation of policies and procedures staffing structure new ideas for program development etc.
- Supports staff in working directly with clients including providing programmatic supervision and making home and shelter visits as needed.
- Prepares and submits DHS TCP and HUD reports on time per funder timelines using HMIS OCTO or other formats as required by funders.
- Oversees data collection and coordinates with Housing Operations Coordinator and team to ensure completion of all reporting requirements in a timely manner.
- Oversees annual budget and monitors contract spending throughout the year and collaborates with Team Coordinators and Senior Director of Housing to determine best use of client support resources.
- Completes regular evaluation of the program as required by funders by compiling biannual client satisfaction survey results and biannual strategic plan updates.
- Meets with DHS TCP and other providers monthly to ensure program compliance and excellence as well as to develop strong working relationships with partner agencies.
- Attends community coalition meetings as necessary.
- Works with landlords as needed to ensure clients remain stably housed.
- Enters data into HMIS and appropriate databases including case notes documenting direct client interactions according to the schedule required by funding sources and Community of Hope.
- Attends and represents COH at administrative review meetings and grievance hearings as needed.
- Works consistently within a housingfirst framework (i.e. providing clients with immediate access to available independent permanent housing and supportive services without prerequisites for sobriety or participation in psychiatric treatment) ensuring that services offered are strengthsbased and clientcentered.

Supervisory and Leadership Responsibilities:
- Meets with supervisees regularly and provides realtime feedback training support and coaching as needed. Creates meeting agendas sends meeting agendas in advance when possible and documents concerns promptly as needed.
- Applies principles learned through diversity equity and inclusion (DEI) trainings and/or trauma informed care trainings (TIC) and leads with a DEI and TIC lens when appropriate.
- Reviews the performance of team members in a timely manner including completing 90 day and annual performance evaluations per their due dates documenting any issues or changes providing recommendations for professional development and/or training opportunities and recognizing staff when appropriate
- Partners with the Talent Management team regarding personnel matters including but not limited to terminations leaves of absence training onboarding and other COH handbook policies.
- If applicable actively recruits for vacancies with a sense of urgency. This includes reviewing resumes phone screening interviewing and completing references. This also includes partnering with Talent Management for assistance in an effort to fill vacancies promptly.
- Takes initiative and makes decisions within the scope of work. Assesses situations independently thinks critically and takes action to address issues or make useful recommendations while maintaining a solutionoriented lens.
- Attends Leadership Institute trainings as needed or as required.
- When appropriate creates opportunities for teambuilding that connects staff to one another and COHs mission to encourage connection between staff who are virtual hybrid and/or onsite.
- Handles sensitive information with care and discretion to ensure confidentiality.
Organizationwide Responsibilities:
- Meets biweekly and as needed with supervisor.
- Meets monthly with other department leads to ensure that services are integrated and information is shared.
- Assists with preparation of fundraising proposals or presentations as needed.
- Provides updates on client successes or program outcomes for fundraising and communications purposes as needed.
- Works with President/CEO VP of Housing Programs and Policy and Senior Director of Housing to develop annual Housing Program budget.
- Receives and reviews monthly statements of expenses and revenues for the program. Approves program expenses per protocol and deadlines and maintains expenses within budget.
- Attends housing staff meetings and trainings as scheduled; coordinates and leads meetings and trainings as needed.
- Supervises volunteers as appropriate. Works with Volunteer Manager on volunteer issues.
Minimum Qualifications:
- Masters degree in human services field required.
- Professional supervisory and/or managerial experience in human services required. Specific years of experience required dependent upon the program.
- Minimum two years working with people who are experiencing homelessness and/or living in poverty required.
- Initiative and ability to work independently.
- Strong organizational people and writing skills
- Demonstrated experience using computer spreadsheets and databases required.
- Experience working with families preferred.
- Ability to work a flexible schedule including evenings weekends and on an oncall basis required.
