Scope of Work
The selected vendor will perform the following:
- Execute the next phase of the EC3 (Energy Cost Control and Conservation) web portal project. This phase entails a thorough upgrade and enhancement initiative aimed at elevating the systems capabilities and operational efficiency. Specifically the Vendor will focus on modernizing and optimizing various components of the EC3 system to align with current technological standards and user requirements.
- Enhance the EC3 portals user interface and functionality (as part of the upgrade) by upgrading both the agencyfacing and adminfacing screens to leverage advanced technologies such as .NET 8 and Metronic 8 frameworks.
- Oversee the migration of the EC3 system to the Azure cloud platform necessitating strategic architectural adjustments and the establishment of Azurebased development and testing environments.
- Prioritize the enhancement of reporting capabilities within the EC3 portal by implementing robust reporting tools. This enhancement will empower users to generate comprehensive reports facilitating informed decisionmaking and strategic energy management.
- Conduct rigorous testing including security accreditation and load testing to ensure seamless integration and compliance with security standards the Vendor will. This comprehensive testing regimen aims to validate the functionality security and performance of the upgraded EC3 system mitigating potential risks and ensuring a smooth transition to the new environment.
Requirements
Vendor Qualification
The selected Vendor should have:
- 12 years of experience developing Microsoft ASP applications using MVC 5 or higher.
- 12 years experience in SQL Server
- 7 years experience with Microsoft Entity Framework or comparable ORM
- 5 years of experience with Vue or Angular or React HTML5 and CSS3
- Experience with Azure cloud
- Experience in server and application troubleshooting
- Experience with using WebAPI or WCF
- Experience in designing and developing robust database driven applications with advanced reporting functionalities.
- Experience in design and implementation of user interfaces
- Experience with using Azure DevOps
- Experience setting up and deploying CI/CD pipelines.
- Experience with Agile and Scrum methodologies
- Experience in data integration/ETL specifically SSIS and Azure Data Factory
- Experience working with REST web services and designing and developing json based data exchanges.
Additional Requirements
- Proficiency in implementing comprehensive unit tests and integration tests for application code.
- Experience in automated testing frameworks such as NUnit MSTest or xUnit.
- Demonstrated ability to deploy applications securely on Azure cloud infrastructure adhering to best practices for network security data encryption and access control.
- Familiarity with Azure Security Center and Azure Key Vault for managing and safeguarding sensitive data and credentials.
- Experience in conducting vulnerability assessments and implementing security patches and updates in a timely manner.
- Knowledge of secure coding practices and techniques to mitigate common security threats such as SQL injection crosssite scripting (XSS) and crosssite request forgery (CSRF).
- Proficiency in implementing rolebased access control (RBAC) and authentication mechanisms using Azure Active Directory (AAD) or similar identity management solutions.
- Experience in designing and implementing disaster recovery and failover mechanisms for high availability of applications and databases.
- Ability to configure and manage continuous integration/continuous deployment (CI/CD) pipelines securely ensuring compliance with regulatory requirements such as GDPR and HIPAA.
