ShallcarryoutthedutiesassignedtohimbytheVTOandallworkiscarried
outinaccordancewiththeprovisionsoftheactandoftheregulationsand
ordersmadethereunder.IntheabsenceoftheVTOheshallhavethesame
responsibilitydischargethesamedutiesandbesubjecttothesameliabilities
astheVTO.
