About the DepartmentThe Engineering Division of the City of Pasco has been reorganized into two focus areas:
Capital Improvement Program Engineering Division (Public Works Department)
Development Review & LongRange Planning Engineering Division (Community & Economic Development Department)
This position is within the CIP Division leading key infrastructure efforts to support the citys current and future needs.

ESSENTIAL FUNCTIONS
Essential Functions
- Prepare plans specifications estimates and bid documents for public works construction projects including streets utilities and treatment facilities
- Serve as project engineer and lead consultant selection contract negotiation and project delivery from design through construction
- Review project proposals and ensure compliance with City codes comprehensive plans and engineering standards
- Lead and supervise engineering staff in technical work project development and contract management
- Prepare and manage project budgets and schedules; ensure costeffective delivery and fiscal responsibility
- Coordinate with internal departments and external agencies on project requirements reviews and construction oversight
- Develop and administer grants and funding agreements ensuring regulatory compliance and accurate reporting
- Evaluate construction progress through site inspections resolving design issues and ensuring contract compliance
- Administer consultant agreements and monitor project expenditures and timelines
- Respond to public inquiries and support community engagement efforts related to capital projects
- Participate in interdepartmental and public meetings making technical presentations as needed
- Stamp and approve engineering documents and specifications as a licensed PE
POSITION QUALIFICATIONS
Minimum Qualifications
- Bachelors degree in Civil Engineering or closely related field
- Seven 7 years of progressively responsible engineering experience (four years at the professional level)
- Valid Washington State drivers license
- Professional Engineer (PE) license in Washington or ability to obtain within 6 months
