As one of the fastestgrowing companies in the U.S. and with growth around the world Woolpert is seeking an experienced Proposal Manager with experience with federal procurement processes regulations and contracting vehicles.
Job Summary: The proposal manager leads the proposal process for specific identified opportunities to professionally position Woolpert for work. This proposal manager would support projects with various federal agencies. Working collectively with market leaders program directors project managers technical subject matter experts (SMEs) and other department resources the proposal manager is responsible for managing the development of cohesive proposals including maintaining schedules organizing resources coordinating assignments and reviews implementing win strategy ensuring compliance resolving internal team issues and providing process leadership for PRIME pursuits.
As a level II this position leads increasingly complex pursuit submissions including IDIQ and recompete submissions and understands the role of proposals in the firms business development process.
Responsibilities
Essential Functions:
- Lead proposal process through analyzing/outlining solicitation documents developing pursuit schedule coordination of technical solution/content development and engages creative resource support.
- Develop draft proposal documents for and lead color review meetings.
- Ensure established quality assurance/quality process is followed.
- Participate in and/or attends pursuit preRFP meetings.
- Maintain opportunity project and staff data in firm ERP database.
- Coordinate shortlist interview preparation with marketing manager and creative team.
- Coordinate technical writing assignments with subject matter leadership team.
- Perform crossmarket compliant QA/QC reviews.
- Identify and support creation of reusable content.
- Research ERP data for experience teaming and client history to use in proposals.
- Participate in capture planning to develop proposal solutions and win themes.
- Support proposal process improvement through internal lessons learned and client debrief.
- Actively mentor proposal coordinators and interns.
- Active participation/leadership in industry trade organizations (APMP SMPS) is a plus.
Qualifications
Qualifications
- BA/BS in relevant field and 57 years technical/AEC industry experience or 12 years relevant AEC experience.
- Specific federal/government proposal experience and federal contracting vehicle knowledge required (FAR/DFARS GSA OASIS SF330 etc.
- Prior experience creating proposals for the DoD and nonDoD agencies.
- Strong interpersonal verbal and written communication skills with the ability to work in a team environment positively influence others and develop strong internal and external relationships.
- Strong attention to detail and ability to prioritize multiple deadlines.
- Proficient with Microsoft Office InDesign and Adobe Acrobat.
- Excellent problemsolving skills timemanagement organizational and recordkeeping skills
- You thrive working in a fastpaced highly driven environment and can adapt quickly to changing conditions and priorities
- A high level of selfmotivation
