The Performance Analysis & Improvement Unit (PAI)develops and implements populationbased efforts to monitor and improveclinical effectiveness through systemsbased strategies and interventions. Itsgoal is to improve the quality and cost effectiveness of health care byinforming clinical decisionmaking processes changing patient and clinicianbehaviors enhancing the care choices of physicians other providers andpatients and optimizing care tools and systems.
Under the direction of the Program Director for PopulationHealth Management the Project Specialist will document and test interfacefunctionality for a home grown surgical appropriateness system named ProcedureOrder Entry (PrOE). S/he will participate in the development testing andtraining of PrOE. The Project Specialist will be responsible for managing largeamounts of clinical information for testing purposes and assuring that PrOEadheres to systemlevel requirements. This position will also be involved incommunicating updates to the system and will be involved in special projects tocontinuously improve the operation of the system. The role requires attentionto detail documentation and strong problem solving skills. Collaboration withmultidisciplinary teams and physician senior leaders is a critical componentof this position. The Project Specialist will provide support for ITrelated integration projects. Work responsibilities include IT projectmanagement leading subprojects (such as the integration of PrOE with othersystems) training end users providing direct customer support executingassigned project tasks and documenting project requirements.
Manage and oversee projects utilizing recognized projectmanagement methodologies and performing activities such as the following:
- Work closely with endusers to define businessneeds and to develop IT strategies and solutions for the PrOE application.
- Coordinate and oversee all program testingactivities testing plans including drafting and executing test scripts withcomplicated clinical guidelines oversight of other project staff or temp(s)performing testing and reporting results to team.
- Lead the development and management ofsubprojects focused on the integration of PrOE with other systems (e.g. Epicelectronic health record integration Operating Room scheduling andpatientreported outcome measures (PROMs).
- Manage ongoing systemwide requirements such asPartners certification clinical systems access help desk support and preparationof requirements submissions to outside vendor(s)
- Participate and provide feedback in developmentand design of PrOE including collaboration with other members of the projectteam on requirements to submit to the vendor (e.g. obtaining scheduling codesfor precaching patients in PrOE).
- Manage and create organized systems to documentand track status of development and communicate information clearly to team.
- Document ITrelated workflows identify gaps andaddress workflow issues.
- Develop training materials and assist withcommunication planning documents for implementing PrOE with divisions trainusers and serve as primary contact for users of the beta test if they needassistance with the tool.
- Create and disseminate communication materials includingITrelated updates and programmatic updates to users.
- Participate in meetings with core project teamand other meetings as needed.
- Prepare the agenda and act as facilitator duringweekly project calls with the vendor.
- Make presentations to different audiences (e.g.clinicians administrative staff IT teams) within MGH and Partners as well asexternal audiences (e.g. vendors) based on project needs.
- Document record and keep organized largeamounts of information; modify information as needed when presenting to projectlead/owner Work closely with developers lead physician and project manager.
- Complete work assignments in accordance withestablished timelines.
- Participate in special projects as needed.
- Provide projectspecific direction and guidanceto project team members to facilitate timely and quality results.
- Establish and create a positive project teamenvironment through leadership and mentoring.
- Provide ongoing project status reports tointernal IS management user groups and project steering committee asappropriate.
- Function both as an individual contributor andteam player within PAI and the hospital community at large.
- Ongoing communication feedback andfollowthrough with customers/peers are essential.

- Bachelor Degree required. Masters in publichealth healthcare management business or related field or equivalent workexperience strongly preferred.
- At least 3 years of relevant experience required.
- Minimum of 1 year of IT experience strnglypreferred.
- Experience implementing testing and documentingclinical systems.
- Strong analytical and problemsolving skills.
