JOB DESCRIPTION:
Responsible for executing a wide variety of complex high dollar cost type & firm fixed price contracting vehicles including 8(a) Direct awards/competitions cooperative agreements multiple and single awards IDIQs commercial contracts FAR Part 15 full and open competitions and sole source acquisitions. Provides direct support to government client with the following:
1 Developing acquisition strategies and performing preaward and postaward procurement functions 2 Soliciting evaluating negotiating and awarding contracts
3 Administering contracts by assuring compliance with the terms and conditions
4 Terminating contracts by analyzing negotiating and settling claims and proposals
5 Analyzing and evaluating cost/price proposals and accounting systems
6 Planning establishing and reviewing contracts delivery orders task orders and modifications
7 Following federal and local policies to ensure achievement of socioeconomic goals.
BASIC QUALIFICATIONS:
Experience: Eight 8 years of contract specialist experience preferably within the DoD.

DESIRED QUALIFICATIONS:
Ability to analyze and review all applicable policies guidance and regulations to make contracting recommendations
Experience providing cost and price analysis to determine price reasonableness
Experience in the acquisition strategy planning requirements review and Performance Work Statement (PWS)/Statement of Work (SOW) development in collaboration with customers
Experience performing market research/analysis to determine availability of the requirement
Experience reviewing procurement requests to determine whether based on market analysis the requirement can be performed by small businesses
Ability to perform cost/price analysis of complex contractor proposals to include familiarity with DCAA and DCMA rate reviews preaward surveys etc.
Knowledge of federal and agency laws regulations and procedures applicable to the acquisition process and to the award and administration of DTRA contracts
Knowledge and recent experience (within the last 3 years) as a contract specialist planning negotiating and administering costreimbursement contracts
Knowledge of contract administration principles and the practices to monitor contractor performance on contracts
Standard Procurement System (SPS) skills/knowledge
