Position: Senior Security Specialist (SAP3
Location: Springfield VA
Clearance: TS/SCI
Duties:
Provide subject matter expertise assistance recommendations and handson support for all activities related to Special Programs.
Support program development from initiation to conclusion including establishment maintenance transition disestablishment and archiving.
Prepare review and staff necessary documentation which includes but is not limited to staff packages Memorandums of Agreement/Understanding Appointment Memorandums classification documentation reports (e.g. TK Annual Report Site Visit Reports program metrics) Memorandums for Record and Taskers.
Perform daily activities to ensure the timely and accurate development and integration of Special Program requirements.
Prepare routine to advanced formal recommendations reports correspondence and any supporting administrative documentation as required by the government.
Conducted comprehensive written risk assessments and reports and assist with oversight actions.
Attend community meetings and working groups as required by the government or on behalf of the government lead providing advice on discussed points outstanding tasks requirements and deadlines.
Maintain accountability for access rosters program request tracking documents visitor logs destruction logs and other accountable materials.
Prepare review staff submit and track Special Access Program (SAP) Controlled Access Program (CAP) and Alternative Compensatory Control Measures (ACCM) Program Access Requests (PARs) including supporting documentation and applicable database requirements (e.g. ICCARS JADE Scattered Castles DISS SDS PULSE).
Track program accesses for all indoctrinated personnel as required.
Provide indoctrination briefings and debriefings as necessary including largescale conference room briefings and individual seniorlevel deskside briefings.
Assist collaborate and coordinate with other NGA divisions offices and directorates (including SI A S ADO OGC FM) as well as members of the Department of Defense (DoD) and Intelligence Community (IC).
Monitor security applications by reviewing and analyzing relevant metrics and maintaining required records.
Communicate security guidance from the government lead to program managers or security officers (such as Program Security Representatives Area Security Officers Control Officers etc..
Support the packaging and mailing of program documentation per applicable SCI and special program policies.
Support and/or conduct site inspections to validate SAP or CAP standards for storage or Automated Information System (AIS) requirements.
Prepare and deliver briefings to internal and external customers.
Understand and enforce procedures for handling Sensitive Compartmented Information (SCI) Controlled Access Programs (CAPs) Special Access Programs (SAPs) Alternative Compensatory Control Measures (ACCM) and other collateral materials per applicable security policies and regulations.
Contribute to creating guidance related to classification such as Security Classification Guides indoctrination briefings and annual Classification Protection Instruction (CPI) training to support special program activities.
Share knowledge and experience to facilitate effective practices and enhance staff awareness of best practices.
Provide timely classification management expertise to resolve complex classification management issues.
Maintain personal classification expertise through collaboration with the Office of the Director of National Intelligence (ODNI) and DoD classification management communities.
Develop innovative techniques to implement training and ensure compliance with established classification management policies.
Requirements:
An active TS/SCI clearance (with the ability to obtain a CI poly)
Experience applying Executive Orders 12333 and 13526 Intelligence Community Directives (ICD) 906 and 705 and DoD Manual 5205.07 Volumes 14 related to classified national security and special access program information is required.
Completing the DoD course Center for Development of Security Excellence (CDSE) Introduction to Special Access Programs SAP 101 is mandatory.
A minimum of 35 years of experience supporting special programs (SAPs and/or CAPs) is necessary.
Desired skills and experience:
Successful completion of DoD CDSE Security Fundamentals Professional Certification (SFPC)
Experience with Special Programs Databases and systems: JADE DISS SIC Scattered Castles ICCARS PULSE & E2SP
