JOB SUMMARY:

The Arizona Public Safety Personnel Retirement System (PSPRS) is currently seeking a highly experienced and motivated accounting professional for the position of Comptroller Senior located in Phoenix Arizona. The Controller Senior manages the Accounting Department which conducts all the accounting functions for the Agency. This position oversees the areas of Accounts Payable Payroll and oversees highly complex automated systems and management of the agencys accounting operations and automated financial systems. General ledger maintenance and system integrity including account reconciliation adjusting journal entries multiple bank account reconciliations. This position works closely with IT to identify system issues and direct staff testing to ensure accuracy. Additionally the position identifies and guides system enhancements over multiple complex automated systems to record and support GASB compliant financial reports. Assists the CFO in the presentation and reporting of financial information including the generation of detailed financial statements and supporting schedules on a monthly basis directly to the Systems executive leadership or the Board of Trustees. Acts as chief liaison for ADOA General Accounting Office (GAO) and agency management Arizona Financial Information System (AFIS) and other business systems.

This position may offer the ability to work remotely within Arizona based upon the departments business needs and continual meeting of expected performance measures.

Job Duties:

The Comptroller Senior is responsible for:

  • Providing leadership and oversite to the accounting unit and the operation of the agencys accounting functions to include but not limited to administrative expenditures and budget development integrity and maintenance of the general ledger and subsidiary accounts allocation methodology and complex revenue reconciliations.
  • Directing performance of finance staff to include establishing assigning and reviewing work product fostering accountability staff development and performance management.
  • Overseeing the accuracy and completion of the agency Annual Comprehensive Financial Reports.
  • Presenting and reporting of financial information to Executive Leadership and Board of Trustees including reviewing supporting documentation in support of monthly and annual budgetary reporting annual audit and providing information for various financial reporting deliveries.
  • Coordinating the preparation of special financial reports and special projects for agency management.
  • Providing oversight of the preparation of reports and schedules required for the annual external financial statement audit.
  • Managing workflow and closing process to meet tight financial reporting deadlines and deliverables Ad hoc reporting as needed.
  • Serving as Liaison with the General Accounting Office (GAO) Auditor Generals Office Arizona Financial Information Systems (AFIS) and other business systems.
  • Establishing appropriate Departmental policies and procedures to maintain fiscal integrity.
  • Reviewing and approving all accounting system control procedures assuring PSPRS is in compliance with all laws rules and regulations.
  • Identifying and assigning the development and documentation of key accounting function policy and procedures implementing Board of Trustee actions and in responding to requests from leadership and various external constituents.
  • Advising CFO on accounting issues system enhancements transaction recording and corrections.
Knowledge Skills & Abilities (KSAs):

Knowledge of:

  • Generally Accepted Accounting Principles (GAAP) at an expert level.
  • Principles concepts practices methods and techniques of government fund accounting (SAAM) financial statement preparation (GASB GFOA) accounting systems system implementation internal controls and policy/procedures procurement rules.
  • Banking processes.
  • Budgeting.
  • Applicable laws and regulations.
  • State of Arizona entities such as ADOA GAO OSPB and JLBC.
  • Supervisory management methods and leadership techniques.
  • Various database spreadsheet and word processing software to analyze data produce financial reports and responses to requests for information.

Skill in:

  • Analytical and problem solving skills with a demonstrated ability to be flexible implement improvement and manage change.
  • Strong computer skills (Excel Access general ledger package).
  • Accounting system implementation.
  • Agile methodology.
  • Attention to detail at every level.
  • Manage vendor relationships.
  • Manage and participate in multiple projects simultaneously.

Ability to:

  • Lead and mange with integrity.
  • Read understand interpret and implement statute and authoritative accounting guidance (GAAP GASB GFOA SAAM).
  • Explain complex topics in a concise manner.
Selective Preference(s):

Bachelors degree in Accounting 8 years of experience to include supervising and CPA certification preferred.

PreEmployment Requirements:

Employment is contingent on the selected applicant passing a background investigation to include credit and criminal history.
