About the Role
Infrastructure Engineering Inc. (IEI) has an exciting opportunity for an experienced Senior Engineering Program Manager (EPM) for a project in the Portland OR area! We are a leading engineering firm known for quality responsiveness and a proven track record of success as a Prime civil engineering firm. As the Senior EPM you will spearhead projects from conception to completion ensuring key design deliverables are met as well as coordinate the budgets and schedules for all engineering deliverables related to the Partner Agencys major programs. In addition this role will be responsible for monitoring reporting and forecasting deliverables for their assigned portfolio of projects within the Partner Agencys Capital and Annual Operating Plans. Provides technical oversite and promotes engineering methodologies and technology advancements to incorporate and improve capabilities. The Senior EPM is responsible for creating and maintaining strong client relationships and team leadership. Other responsibilities include implementing standardized methods for projects estimating procurement reporting and other processes. Essential Duties/Functions and Responsibilities:
The following responsibilities represent a partial list of typical functions
- Lead the delivery of engineering projects ensuring timely completion and highquality results.
- Advance projects through established milestones developing and implementing recovery plans for unavoidable delays.
- Assist with Client Capital Program by working with Design and Construction Teams on work plans project prioritization and the assessment of project feasibility and deliverability while supporting and fostering high levels of team performance.
- Collaborate with project team to retain the necessary internal and external resources including appropriate professional services to advance the assigned projects to conceptual/preliminary design or final design.
- Conduct / participate in regularly scheduled meetings with the appropriate parties to ensure the project scope schedule and budget are maintained.
- Establish consistent work plans budgets business rules and project development for the successful delivery of engineering projects.
- Take the lead in establishing project risk parameters and developing the appropriate risk contingency plans.
- Collaborate with other project managers and team leaders and provide technical assistance to staff members.
- Establish protocols to train and develop program managers defining engineering standards and drive program success.
- Provide superior client services and manages and maintains the client relationship.
- Interact with Client staff departments to establish agreements force accounts and the like in support of project work.
- Prepare project status reports for supervisors senior and executive staff on a periodic basis.
- Provides input into strategic decisions that affect related engineering projects.
- Work with Client staff to develop detailed project scope of work based on a statement of problem or a desired outcome. Establish project economics and timeline in conjunction with the appropriate stakeholders.

- Demonstrated experience in management engineering design and/or construction fields including establishment of plans setting priorities and incorporating facility requirements into project plans.
- Demonstrated experience working on large scale projects and/or large capital programs from a Design and Construction aspects.
- Demonstrated knowledge of capital planning and assessment procurement project planning and development and risk management protocols.
- Demonstrated superior customer service decisionmaking problem solving conflict resolution and interpersonal skills; and excellent communication skills as this position is client facing.
- Extensive experience in managing and influencing diverse work groups project teams and internal and external stakeholders including Regulatory Agencies and public utilities.
- Must be able to collaborate with crossfunctional teams suppliers and stakeholders to align project objectives.
- Strong communication and leadership skills with the ability to work effectively with clients staff members and other stakeholders.
- Substantive knowledge of Oregon Department of Transportation and/or Washington Department of Transportation policies and procedures related to design criteria management systems and administration.
- Substantive knowledge of project management scheduling cost control and scope/code compliance review procedures change order process along with knowledge of multidiscipline engineering and construction principles.
- Must demonstrate Integrity Excellence and Ingenuity in all aspects of business relationships and work.
Education and/or Experience
- Bachelors degree in engineering or architecture from an accredited college or university;
- Minimum of 20 plus years experience in progressively more responsible positions in the development and delivery of A/E projects.
- Proficiency/expertise in project management tools (e.g. MS Project) and in Microsoft Office Suite (Word Excel PowerPoint Outlook and Teams) as well as adaptable in using client specific software applications
Knowledge and Skills
- Solid Organization and time management skills with the ability to prioritize multiple tasks.
- Must have reliable transportation and/or means of transportation to the office and project sites.
- Good verbal and written communication skills including technical writing.
- 2025 local travel to construction sites or event locations
- Ability to work evening hours on occasion.
Licensure Certification or Other Qualifications
- A valid drivers license is required.
- Must have the permanent use of an automobile that is properly insured.
- PMP Certification a plus.
- P.E. License a plus.

Working Conditions

- Occasionally exposed to wet and/or humid conditions or inprogress construction hazards: fumes toxic chemicals risk of electric shock and vibration.
- Must be physically capable of walking and moving about on the construction sites have good handeye coordination.
- Usually works a standard 40hour workweek either daytime or nighttime.
- Sometimes required to work extra hours including weekends to attend community events and meetings and keep up with unexpected situations impacting on the project.
