    The Superintendent invites qualified and interested persons to apply for the position of Supervising Program Analyst within the Office of Food & Nutrition Services.

    This title is governed by the New Jersey Civil Service Commission; meaning that as a candidate for this position you will be placed as a provisional employee. At a later date you will be required to take an examination administered by the Civil Service Commission. Candidate must score and rank high enough on this examination in order to remain in the position as a permanent employee.

    DEFINITION: Under direction plans organizes supervises and coordinates the work of program analysts involved in analyzing and evaluating the effectiveness of current or projected operating programs and in providing operating/management officials with evaluative material they need for effective direction of the program or programs; may participate in setting program goals and objectives and in developing programs and procedures; does other related duties.

    NOTE: The examples of work for this title are for illustrative purposes only. A particular position using this title may not perform all duties listed in this job specification. Conversely all duties performed on the job may not be listed

    QUALIFICATIONS AND REQUIREMENTS
    NOTE: Applicants must meet one of the following or a combination of both experience and education. Thirty 30 semester hour credits are equal to one 1 year of relevant experience.
    Seven 7 years of professional experience in the review analysis and evaluation of operating programs in an agency or organization.

    NOTE: This title is intended to classify positions responsible for the evaluation of operating programs not computer programs. Experience in the analysis of computer programs cannot be considered toward meeting the experience requirement.

    OR

    Possession of a bachelors degree from an accredited college or university; and three 3 years of the abovementioned professional experience.

    NOTE: Professional experience refers to work that is creative analytical evaluative and interpretive; requires a range and depth of specialized knowledge of the professions principles concepts theories and practices; and is performed with the authority to act according to ones own judgment and make accurate and informed decisions.
    Serve safe certified (preferred).

    LICENSE: Appointees will be required to possess a drivers license valid in New Jersey only if the operation of a vehicle rather than employee mobility is necessary to perform essential duties of the position.

    BASIC FUNCTIONS AND RESPONSIBILITIES
    1. Plans organizes and assigns work of the organizational unit and evaluates employee performance and conduct enabling the effective recommendation of the hiring firing promoting and disciplining of subordinates.
    2. Plans and supervises site visits.
    3. Examines program progress.
    4. Supervises contract analysis and reviews of program records.
    5. Interprets program objectives.
    6. Supervises expenditures of program funds.
    7. Supervises the preparation of reports on findings.
    8. Maintains records and files.
    9. Supervises all aspects of the School Nutrition Program (preferred).
    10. Supervises the analysis and evaluation of new or established programs including program objectives policies procedures progress utilization of available resources and other related matters and identifies actual or potential problem areas trends significant program accomplishments or deficiencies and other similar factors.
    11. Recommends changes in program objectives procedures and utilization of resources.
    12. Supervises evaluation of alternative or corrective actions on organizational programs.
    13. Participates in the development and implementation of programs and procedures.
    14. Monitors and communicates with vendors for contractual compliance (preferred).
    15. Monitors internal controls to ensure the accuracy of meal counts prior to the submission of the monthly claims (preferred).
    16. Attends meetings and conferences with all stakeholders (preferred).
    17. Makes nutrition resource materials available to teachers and school administrators (preferred).
    18. Participates in and/or conducts in service training for school nutrition personnel to improve skills in the food service operation (preferred).
    19. Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency office or related units.

    KNOWLEDGE AND ABILITIES
    1. Knowledge of the methods used to gather and analyze data.
    2. Knowledge of analytical techniques.
    3. Knowledge of methods used to conduct research analyses and evaluations.
    4. Knowledge of the factors to be considered in the review and evaluation of operational programs.
    5. Knowledge of federal state and local laws rules and regulations regarding food service operations including but not limited to New Jersey Department of Education (preferred).
    6. Knowledge of Chapter 24 (preferred).
    7. Knowledge of the National School Lunch and Breakfast program including ordering and tracking of USDA Commodity program (preferred).
    8. Knowledge of methods used to develop and recommend program objectives and allocate program resources.
    9. Ability to conduct studies and evaluate the results.
    10. Ability to review and evaluate operational programs and activities.
    11. Ability to collect and analyze data.
    12. Ability to provide advice to management.
    13. Ability to identify problems and develop solutions.
    14. Ability to provide instructions and assignments and supervise work performance.
    15. Ability to utilize various types of electronic and/or manual recording and information systems used by the agency office or related units.
    16. Ability to read write speak understand and communicate in English sufficiently to perform the duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.

    1. Salary: $64650 $76258
    2. Employment Period: Twelve 12 Months
