Family Welcome Center Manager (Bilingual either Spanish or Portuguese) Salem Public Schools Salem MA SY

Reports to: Director of Diversity Equity Inclusion and Engagement

Schedule:Year Round Position

Hours:8:00am 4:00pm with hour unpaid lunch break 37.5 hours/week). Some evenings and weekends are required during peak periods.

Position Summary:
Salem Public Schools is looking for a strategic equityfocused and communitydriven leader to serve as the Family Welcome Center Manager. This position plays a critical role in fostering an inclusive accessible and seamless experience for new and returning families.

The district is shifting to transition our Registration Center into an inclusive and innovative Family Welcome Center & Enrollment Hub. This role goes beyond school enrollmentour vision is to create a onestop resource for families ensuring they feel supported informed and connected to essential programs resources and services.

The Family Welcome Center Manager is a datainformed and relationshipcentered leader who oversees student enrollment data quality assurance and systems administration ensuring compliance with Salem School Committee policies on equitable student assignments. This role requires a proactive approach to family engagement operational oversight and crossdepartmental collaboration to enhance the registration process and improve overall accessibility to school programs and services.

Key Responsibilities:

  1. Family Engagement & Outreach
    • Establish a welcoming environment for all families assisting with school registration program selection and access to district information.
    • Contribute to the strategic planning process to enhance the registration experience and implement practices that reduce confusion at the beginning of the school year.
    • Initiate and support outreach to new and prospective families by distributing webbased and print publications mailings and hosting online informational sessions.
    • Collaborate with community organizations and district departments to promote registration opportunities and provide uptodate information on community resources.
    • Identify Multilingual families and coordinate with the Multilingual Learner Department to ensure appropriate assessments and communications.
    • Coordinate with Family Engagement staff to identify opportunities for families to learn lead and engage through structured sessions in the center.
    • Partner with the Special Education department to identify opportunities to support students and families from registration through graduation.
    • Collaborate with MKV and Foster Care Coordinator to streamline enrollment for students experiencing homelessness and in out of home placements

  2. Equitable & Systematic Student Enrollment & Assignments
    • Oversee the full student registration enrollment and assignment processes in strict accordance with district and state regulations.
    • Ensure equitable student assignments per the controlled student assignment policies.
    • Provide information and support to all principals regarding student assignment procedures school choice and non resident school choice options.
    • Manage the daily operations of the online registrations and ensure smooth integration with the districts student information system to identify ways to improve its functionality and data use/reporting opportunities
    • Run the PreK and Kindergarten lottery account for special cases (e.g. twins siblings students needing specialized instruction) and update assignment letters as required.
    • Address and maintain systems related to residency

  3. Operational Oversight & Policy Implementation
    • Assist the Director of Diversity Equity Inclusion & Engagement with implementing policies and procedures aimed at reducing or eliminating racial imbalance within the district.
    • Develop and implement departmental goals policies and procedures to ensure equitable access to school programs and services.
    • Oversee the Family Engagement Facilitators role in parent outreach support for federal and state assistance programs (e.g. SNAP/DTA) and collaboration on the Community Eligibility Program (CEP).
    • Ensure compliance with regulations and internal policies including those set forth by the Department of Elementary and Secondary Education (DESE) and SIMS reporting standards.
    • Through cross collaboration support the training of staff in specialized areas (e.g. McKinneyVento Homeless Assistance Act) with the expectation set forth by the Director of Diversity Equity Inclusion & Engagement.

  4. Data Quality Control & Systems Administration
    • Oversee accurate data collection and management within registration or assignment applications ensuring all new enrollments change of address requests and residency verification documentation are tracked and verified.
    • Perform routine quality control checks and maintain shared document distribution systems to track enrollment trends and ensure compliance with reporting requirements.
    • Create and distribute detailed reports on incoming enrollments and trends to stakeholders using system tools.
    • Troubleshoot issues with registration or assignment systems serving as the primary district contact for support and responding promptly to parent inquiries related to online registration.
    • Collaborate with the IT department to test and enhance the integration between Enrollment/Registration and school based platforms to update enrollment questionsensuring translations are provided as needed.
    • Maintaining accurate enrollment records for every grade level and school that are updated daily.
    • Utilize data platforms to establish enrollment projections to support the annual budget season.
    • Build new systems to enhance efficiencies and effectiveness of the enrollment process.

  5. District/School Level Support & Collaboration
    • Work collaboratively with Principals Nursing Special Education Multilingual Department Transportation and other departments to coordinate the entry of new and returning students.
    • Provide consistent support and guidance on student assignment procedures and school choice options to ensure districtwide uniformity of practice.
    • Engage with schoollevel staff on issues related to technology transportation class size reviews variance and transfer requests and other enrollmentrelated matters.
    • Attend offsite meetings participate in staff and program planning sessions and collaborate with district leadership to continuously improve the registration and enrollment experience.

Qualifications:

  • Education:
    • Bachelors degree in Management Education Public Administration or a related field is required or equivalent of 5 or more years experience; Masters degree preferred.

  • Experience:
    • Demonstrated experience in family engagement recruitment and enrollment data management or a related role within a public K12 or community organization setting.
    • Proven ability to manage multifaceted projects and work collaboratively across departments.

  • Skills & Competencies:
    • Exceptional customer service and communication skills with the ability to handle challenging situations with empathy and professionalism.
    • Strong data analysis and reporting skills with proficiency in Google Workspace and 3 years experience using online registration systems (e.g. Aspen)
    • Innovative thinker with a demonstrated ability to enhance processes and implement strategic initiatives.
    • Ability to manage multiple priorities in a fastpaced dynamic environment.
    • Bilingual proficiency Spanish or Portuguese) is required.
    • Current authorization to work in the United States.
