Job Description
Primary Purpose:
Selects and trains qualified School Bus Drivers according to Comal ISD established guidelines and legal requirements. Provides ongoing training and performance evaluations for all Driver employees assists management in administration of the sites entire safety program including industrial safety. Maintains the highest level of ethical behavior with Campus Administrators fellow employees and our community.
Education / Certification:
- High School Diploma or GED.
- Some college to include education / training courses is preferred.
- Class B CDL license w / P&S endorsements.
- Texas School Bus Driver Safety Training Certificate.
- Must complete TEEX Training Academy certification program for school bus driver instructors within 60 days of employment or 1st available regional class.
- Must complete Vehicle Collision Investigation through TASB within one year of employment.
- Must complete Supervisor Training Drug Detection and Deterrence as required by CFR49 Part 40 within one year of employment.
- Must be certified or willing to obtain certification by the Texas Association of PupilTransportation (TAPT) as a Pupil Transportation Official Supervisor Specialist or Trainer.
Special Knowledge / Skills:
- Ability to work effectively with campus principals staff students and parents.
- Strong organization skills and group presentation skills.
- Excellent interpersonal skills and well developed written and verbal communication skills.
- Must be knowledgeable in adult training techniques and possess a mechanical aptitude and strong leadership skills.
- Computer literate preferably in word processing Access and spreadsheets.
- Basic math skills detail orientation mapping and routing skills.
Experience / Other Requirements:
- Five or more years of general work experience.
- Three years in the school bus industry is preferred.
- Must have and maintain clean safety record with zero accidents/incidents within the last 12 consecutive months.
Major Responsibilities and Duties:
- Develops and implements a twelve months schedule that includes training a sufficient number of drivers to sustain full employment recruitment training orientation and safety programs.
- Organizes and supervises the implementation of an approved State School Bus Driver Training Course monitoring it and recommending upgrades to the course as necessary.
- Responsible for emphasizing the drivers role and impact on childrens educational performance throughout training & orientation.
- Refreshes and broadens the driving skills of existing employees who operate Comal ISD owned leased vehicles.
- Develops schedules and presents Driver Field InService training to meet the needs of the Comal ISD.
- Develops and conducts regularly scheduled Driver Safety Meeting Workshops.
- Assists Director in preparation of the Budget and subsequent analysis of variance.
- Supervises Comal ISD Safety Program in compliance with the Right to Know OSHA and policies and procedures.
- Provides initial training and inservice for BehindtheWheel Road Trainers and periodically evaluates their performance.
- Identifies and develops potential candidates for TEEX Training Academy Certification program.
- Performs Driver Orientation in conjunction with the Area Supervisor Shop Supervisor and Director of Transportation.
- Supervises the Accident Review Committee maintains minutes of each meeting reviews and discusses Committee recommendations with the Area Supervisor. Initiates driver retraining according to Comal ISD guidelines.
- Participates / advises administration about inclement weather conditions that may result in the closing of schools or road hazards.
- Coordinates and trains for district and region School Bus Roadeo.
- Coordinates on campus student rider safety training with school personnel.
- Instructs all trainees in proper completion of daily paper work.
- Documents and maintains all training records as required by State and Federal regulations and Comal ISD policies. Files shall be maintained to document the progress of each Trainee and all InService training for each driver in accordance with Comal ISD policy and procedures.
- Screens all driver applicants through the use of written applications personal interviews and reference checks to determine the acceptance or rejection of the applicant into the Comal ISDs School Bus Driver Training Course and the ability to complete the course. This responsibility includes the administration of the structured interview procedures and initial information regarding Comal ISD drug/alcohol screening as well as submission and receipt of a satisfactory background check with State and Federal authorities.
- Assists with the implementation of Risk Management Safety & Driver Training Programs for all employees by providing First Aid Classes Defensive Driving Industrial Injury Prevention and other Comal ISD sponsored programs as necessary.
- Assumes primary responsibility in responding to personal injury and vehicle accidents by on scene investigation and preparing and submitting reports to Risk Management in accordance with Comal ISD policy.
- Schedules periodic school site visits and road observation of drivers to ensure compliance with established procedures.
- Investigates complaints relative to safety issues and take corrective action to remedy concern.
- Supervises compliance with policies and/or processes by action and speech.
- Discusses any breach of policy and procedure noted with the Director of Transportation.
- Evaluates the performance of all Behind the Wheel (BTW) Road Trainers on a regular basis according to policy. Review findings with the Area Supervisor and employee individually.
- Prepares and submits required reports in a timely manner.
- Develops and implements student safety awareness programs.
- Attends professional development activities/programs to keep abreast of developments and innovations in area of transportation.
- Compiles and analyzes monthly and periodic statistical reports of pertinent personal injury and vehicle accident data.
- Performs a Driver Proficiency Evaluation on each driver (including road evaluation) at least once during the school year. Initiates necessary retraining.
- Instructs all trainees and existing drivers on procedures for pretrip and posttrip inspections and related documentation.
- Provides trainees and current employees with Student Discipline techniques in compliance with District requirements.
- Administers and maintains Comal ISD Safe Driver Award Program.
- Administers and maintains Comal ISD random drug/alcohol testing and preemployment drug/alcohol testing program.
- Monitors and provides notice to drivers of upcoming expiration dates of various documents and ensure their renewal (physicals driver licenses school bus certificates and First Aid Certificates).
- Obtains Driver Abstracts from State agencies for all drivers annually and monitors for violations and eligibility.
- Responsible for properly maintaining district records adhering to all policies set forth by the district for records maintenance and learning the records retention schedule for department records.
