ABOUT THE ROLE

This position is responsible for assisting in the development and implementation of asset management initiatives strategies and frameworks asset inspection/condition assessment data analysis assets performance monitoring evaluation and reporting deterioration pattern and lifecycle cost analysis and Optimized Decision Making (ODM) to support rehabilitation and replacement planning for relevant Regional assets within the Paramedic and Seniors Services branch.

WHAT YOU WILL BE DOING

  • Leading the development planning and implementation of asset management projects and initiatives supporting Paramedic and Seniors Services assets.
  • Prepare budgets capital plans lifecycle models in support of asset replacement / renewal activities
  • Collaborates/works with stakeholders and follows the corporate strategic leadership planning and direction related to this function.
  • Ensures asset management planning activities across Paramedic and Seniors Services are in alignment with the Corporate Asset Management Policy Strategy Plan and initiatives.
  • Works closely with departments branches and stakeholdersin the development of asset classification asset collection and data quality.
  • Assists departments in the development and implementation of asset management strategies and frameworks for their various asset classes.
  • Establishes Levels of Service and KPI indicators for various asset classes; determines baseline data requirements undertakes gap analysis and initiates process to collect required data.
  • Develops assessment frameworks; prepares asset inspection and condition assessment plans initiates processes and protocols for data collection and coordinates with stakeholders to ensure continuous flow of asset data to support asset management programs.
  • Maps data stored in various relevant asset management software/tools and develops forms and templates to generate standardized reports.
  • Utilizes and updates various asset management software/tools including department specific systems/software.
  • Ensures quality assurance activities to monitor program effectiveness and support continuous improvement efforts with the business unit.
  • Provides support in the development and implementation of project/program plans and policies and procedures ensuring consistency and alignment of all plans with broader corporate plans standards.
  • Provides research support and compiles data for management on emerging trends best practices current events and municipal and provincial programs and policies that may have Regional implications.
  • Develops communication plans to transfer technical knowledge to staff through training programs.
  • Monitors and ensures appropriate use of Regional asset management standards across relevant portfolios

WHAT WE ARE LOOKING FOR

  • Successful completion of a University Degree Architectural or Engineering Sciences Mechanical/Electrical Engineering or approved equivalent combination of education and experience.
  • Minimum three 3 years experience in asset management and/or infrastructure facility condition audits and life cycle database management.
  • Familiarity with the development and implementation of asset management initiatives and framework associated with building condition audits fleet and equipment and ability to establish Levels of Service (LOS) KPI indicators baseline data requirements and process to collect required data.
  • Knowledge in developing condition assessment and inspection plans and programs processes and protocols for data collection.
  • Familiarity with asset data analysis performance monitoring evaluation and reporting performance gap and failure mode analysis (FMECA) risk assessment deterioration pattern recognition and trending determination of remaining asset lives comparison of maintenance costs with remaining asset values lifecycle cost analysis and development of preferred capital investment alternatives and options.
  • Knowledge in development of Optimized Decision Making (ODM) framework process/flow chart implementation in Capital Planning Tool and generation of optimized capital improvement plans.
  • Knowledge and ability to map data stored in various asset management software/tools and develop forms and templates.
