The Senior Consultants are required to assist in assessing the feasibility and indicative costs associated with the sustainment of the CH148 maritime helicopter capability.
Tasks/Outcomes:
Outcome 1: evaluate a lowest defensible cost of the sustainment work which is currently contracted.
Outcome 2: evaluate the cost impacts of options considered in the context of an inservice support contract restructure.
Outcome 3: identify options and assess the feasibility of changing the sustainment approach through an alternate contracting framework.
Additional support to develop and/or negotiate alternate contracted solutions to sustain the CH148 capability may be required. In particular:
Outcome 4 (optional): provide additional support to sustainment contract negotiations or other support under a task authorization.
Additional tasks may include but are not limited to the following:
Assist in assessing the feasibility industry costs and value for money of sustainment proposals made by alternate suppliers.
Assist in the development an analysis of an organizational generated alternate sustainment concepts and options.
Assist in the preparation or review of contract documents supporting a restructured arrangement with the current sustainment supplier.
Assist in the preparation of documents in support of a new solicitation or award of contracts to alternate suppliers.
Assist in preparing negotiation strategies leverage opportunities.
Support to negotiations.
Perform costbenefit analyses of various sustainment models and scenarios.
Aid with planning and support of negotiations.
Other work related to development analysis and recommendations of a negotiated solution for the sustainment of the CH148.
Supporting the organization in the development analysis and selection of other possible courses of action and business cases for providing a maritime helicopter capability.
Requirements
Must have a combined minimum of 96 months of experience within the last 120 months in developing costing models of both aerospace fleet maintenance contracts aerospace fleet sustainment or both.
Minimum of 48 months experience in the last 120 months as a senior manager or executive in a large aerospace organization (government or industry) overseeing aerospace equipment:
inservice sustainment organization (weapon system management original equipment manufacturer or equivalent);
maintenance operations;
related contracts; or
a combination thereof
Minimum 36 months experience in the last 120 months as a senior analyst or manager in a large organization responsible for:
Management of aerospace equipment sustainment or maintenance contracts.
Management of aerospace equipment sustainment or maintenance operations
Costing of aerospace equipment sustainment services
