The Regulatory and Compliance Engineer II will serve as aproject engineer in the Groundwater Discharge Permits Division. The incumbentin this position will develop and process less complicated industrial andmunicipal facilities (individual and general) groundwater discharge permitapplications draft permit requirements and manage the permit project throughthe final decision to issue or deny a permit. Responsibilities may includereviewing the project hydrogeologic report and onsite system design evaluatinggroundwater quality requirements and treatment systems preparing thegroundwater discharge permit fact sheets public notices and written responsesto comments. The incumbent will also meet with applicants and interestedparties conduct and participate inpublic meetings and issue the discharge permits. The Regulatory and ComplianceEngineer may have general permit development assignments and work closely withcompliance staff on issues involving violations of State groundwaterregulations.
The working conditions of this position involve exposure touncomfortable or unpleasant surroundings. Site visits may include visits ofwastewater treatment plants where unpleasant odors exist. Work involves exposureto hazardous conditions which may result in injury. The work involves specialphysical demands such as lifting 50 pounds or more climbing ladders etc. Thisposition may require climbing ladders or traversing rough terrain. Thisposition also requires the use of protective equipment such as goggles glovesmasks etc. during site visits.
The incumbent in this position will be required to drive aState vehicle. If you maintain an outofstate driving license you mustprovide a certified copy of your driving record from the appropriate MotorVehicle Administration at the time of appointment. Individuals must maintain adrivers license with no more than 5 points on their driving record in order todrive a State vehicle.
Education: A Bachelors degree in engineering or architecture from an accredited college or university.
Experience: One year of engineering or architectural experience in pollution control waste remediation resource conservation environmental protection or public health and safety to ensure regulatory compliance with engineering or architectural standards practices principles and methods.
Notes:
1.Candidates may substitute the possession of a Bachelors degree from an accredited college or university with at least 20 credit hours in engineering and two years performing engineering or architectural work in pollution control waste resource conservation environmental protectionpublic health and safety or related areas for the required education.
2. Candidates may substitute the possession of a Masters degree in engineering or architecture from an accreditedcollege or university for the required experience.
3.Candidates may substitute the possession of a current Professional Engineer or Professional Architect registration in the State of Maryland or in a state with comparable requirements for the required education and experience.
4. Candidates may substitute U.S. Armed Forces militaryService experience as a commissioned officer inEngineering and Architecture classifications orEngineering and Architecture specialty codes in theEnvironmental field of work on a yearforyear basis for the required experience and education.

PERSONAL LEAVE New State employees are awarded six 6 personal leave days annually (prorated based on start date).
