The Utilities Division recommends thoroughly researched sound regulatory policy and rate recommendations to the Commissioners based on a balanced analysis of the benefits and impacts on all stakeholders and consistent with the public interest.
This role involves a range of responsibilities related to GIS including problemsolving system support and spatial data management. Key tasks include proactively identifying and solving complex problems performing root cause analysis designing cartographic products developing and maintaining spatial datasets and providing guidance to junior staff. The role also includes customer engagement to understand requirements contributing to functional specifications preparing technical documentation and conducting complex spatial analysis.
The position will work with related software and programs to create design and maintain data and/or maps that can be combined with geographically referenced data. GIS software has the capacity to relate different types of data such as socioeconomic demographic administrative or political boundaries land use land cover environmental infrastructure and transportation networks. This position will act as a team leader and aid other GIS Staff and users and collaborate with colleagues at sister agencies to create more dynamic and interactive maps.
Extensive working knowledge of GIS systems and spatial design database management systems and development platforms.
Federal and State statutes agency standards regulations policies and procedures pertaining to area of assignment
Methods procedures and techniques utilized in management of assigned resources
Computer applications that pertain to area of assignments
Work management (time management prioritizing and planning work) leadership and strong customer service skills
Excellent interpersonal written and oral communication skills as applied to contacts with personnel other governmental. agencies utility personnel and the public
Customercentric approach to problem solving skills and attention to detail
Interpreting and analyzing a wide range of data and writing technical reports pertaining to assignment
Understanding and strongly demonstrating the ability to use and put into practice the theories and process of programming language used in GIS
Ability to problem solve variable situations requiring analytical interpretive evaluative and/or constructive thinking within broadly defined policies and objectives
Ability to work independently with minimal guidance and collaboratively in teams and across organizations
Ability to participate on teams and lead efforts to help create support and develop unique GIS applications designed to meet specific user and business needs
Ability to develop and write advanced technical documentation and display data and create modify and manipulate advanced data sets and complex geospatial aspects of data and advanced maps
Ability to balance prioritize and organize multiple tasks and complete assignments by applicable deadlines
Ability to problem solve variable situations requiring analytical interpretive evaluative and/or constructive thinking within broadly defined policies and objectives
Proficient computer application skills including Microsoft Office programs
The required knowledge and skills are typically acquired through a combination of advanced education and GIS experience. Preference will be given to applicants with a bachelors degree in Geology or Physical Geology with an emphasis on GIS or a bachelors degree in Geographic Information Science. Prior work experience in GIS Cartography Analysis or Advanced GIS Software training (modeling and database integration).
