Implements Division programs for State Trust Lands under limited supervision to reach Division goals and objectives.
Analyzes and evaluates land title documents to determine and verify rights and interests owned by the State of Wyoming.
Researches analyzes and interprets technical and legal documents such as title commitments deeds abstracts unit and cooperative agreements and other landrelated or financial documents.
Contacts proponents interested and affected parties and provides pertinent information to allow participation in Division programs.
Explains agency policies procedures and practices of the Board of Land Commissioners to individuals or groups.
Testifies in court as an official witness for the Office of State Lands and Investments.
Serves as the initial contact to advise the public and constituents on OSLI policies and procedures related to solid mineral leasing as well as practices and procedures of the Board of Land Commissioners.
Communicates with members of the Board of Land Commissioners Legislators agency representatives and the public.
Compiles solid mineral information for the Mineral Leasing Sections portion of the strategic/business plan and annual reports.
Receives researches and processes lease suspension and extension applications.
Compiles information for board matters to be considered at the Board of Land Commissioners meetings.
Assists in the management of activities related to the termination expiration and relinquishment of leasehold rights.
Review leases to determine the necessity for Minimum Annual Royalty (MAR) and process incoming MAR payments.
Receives researches and processes lease suspension and extension applications.
Utilizes and updates internal database systems to manage leases collect fees and annual rentals and maintain internal records.
PREFERENCES:
Preference may be given to candidates with education and/or experience in oil and gas development mineral development land management and database management.
KNOWLEDGE:
Knowledge of major principles concepts and practices regarding Best Management Practices for oil and gas and other mineral development and production.
Knowledge of principles concepts and practices in mineral lease management administration bonding and site reclamation.
Knowledge of principles concepts and practices of real estate laws split estate laws marketing appraisal transactions and negotiations.
Knowledge of and ability to read research interpret and apply Federal State and Local laws and regulations as well as state policies and procedures.
Knowledge of applicable Board of Land Commissioners Rules and Regulations as well as applicable State Statutes.
Knowledge of Microsoft Office products Google Suite products GIS systems Salesforce and other related software.
Skills in evaluating analyzing and interpreting legal land documents to affirm interests and rights owned by the State of Wyoming i.e. units communized areas participating areas etc.
Skills in reading interpreting and plotting legal land descriptions.
Skills in utilizing and managing public records.
Skills in effective oral and written communication.
Ability to understand and effectively utilize multiple databases to ensure data accuracy and accountability.
Ability to analyze data to make informed decisions.
Ability to coordinate activities among various divisions within OSLI and other state and federal agencies.
