GENERAL DESCRIPTION:


The Office of State Lands and Investments (OSLI) an agency committed to effectively managing natural resources and funds for current and future generations is seeking a Senior Lands Management Specialist in the Trust Land Management Division. As a member of the Trust Land Management Division this position aids in administering programs related to the management of approximately 3.4 million surface acres and 3.9 million subsurface acres owned by the state of Wyoming. The Senior Lands Management Specialist assists the Minerals Team in the coordination and administration of oil and gas coal trona sodium uranium bentonite zeolite metallic and nonmetallic rocks and minerals and sand and gravel borrow material and riprap rock leases. This position is responsible for billing collection and distribution of sums of money as well as working directly with the public assisting them with document preparation form submission and providing information about the Office of State Lands and Investments scope of work.

This position is located in Cheyenne Wyoming. Cheyenne is a fullservice community home to over 60000 residents. Cheyenne is near fourseason outdoor recreation areas including the Snowy Range and the Medicine Bow National Forest home to worldclass rock climbing at Vedauwoo. In addition the location provides convenient access to the Colorado Front Range communities including Fort Collins and Denver and the Denver International Airport. Wyoming is also one of only seven states with no state income tax.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed at the job level.

  • Receives analyzes researches and processes incoming solid mineral lease applications and renewals.

  • Implements Division programs for State Trust Lands under limited supervision to reach Division goals and objectives.

  • Analyzes and evaluates land title documents to determine and verify rights and interests owned by the State of Wyoming.

  • Researches analyzes and interprets technical and legal documents such as title commitments deeds abstracts unit and cooperative agreements and other landrelated or financial documents.

  • Contacts proponents interested and affected parties and provides pertinent information to allow participation in Division programs.

  • Explains agency policies procedures and practices of the Board of Land Commissioners to individuals or groups.

  • Testifies in court as an official witness for the Office of State Lands and Investments.

  • Serves as the initial contact to advise the public and constituents on OSLI policies and procedures related to solid mineral leasing as well as practices and procedures of the Board of Land Commissioners.

  • Communicates with members of the Board of Land Commissioners Legislators agency representatives and the public.

  • Compiles solid mineral information for the Mineral Leasing Sections portion of the strategic/business plan and annual reports.

  • Receives researches and processes lease suspension and extension applications.

  • Compiles information for board matters to be considered at the Board of Land Commissioners meetings.

  • Assists in the management of activities related to the termination expiration and relinquishment of leasehold rights.

  • Review leases to determine the necessity for Minimum Annual Royalty (MAR) and process incoming MAR payments.

  • Receives researches and processes lease suspension and extension applications.

  • Utilizes and updates internal database systems to manage leases collect fees and annual rentals and maintain internal records.

Qualifications


PREFERENCES:


Preference may be given to candidates with education and/or experience in oil and gas development mineral development land management and database management.


KNOWLEDGE:



MINIMUM QUALIFICATIONS:

Education:
Bachelors Degree
Experience:
02 years of progressive work experience (typically in real estate appraisal acquisition acquisition or title work) with acquired knowledge at the level of a Lands Management Specialist
OR
Education & ExperienceSubstitution:
35 years of progressive work experience (typically in real estate appraisal acquisition acquisition or title work with acquired knowledge at the level of a Lands Management Specialist
