Main Purpose of Job

The main purpose of this position is to educate mentor lead and provide consultative services to Office of Health Care Quality (OHCQ) surveyors and staff across all OHCQ programs. This position will provide training and education focusing on clinical and technical knowledge of standards of practice quality improvement interpretation of state and federal regulations principles of documentation investigative skills and survey protocols and processes. This position will participate in informal dispute resolution (IDR) conferences that require clinical expertise. This position will also provide clinical expertise to OHCQ staff for the development of written reports policies procedures and processes. This position will develop and implement regulatory efficiency and effectiveness quality initiatives. This position will establish the plan for development training implementation and auditing of the system or process. This position will participate in and represent OHCQ at task forces work groups advisory boards and committee meetings that require clinical expertise. This position will also participate in reviewing OHCQs regulations across all programs to identify staff training needs and provide recommendations for regulatory change.

MINIMUM QUALIFICATIONS

Education: A Bachelors degree in Nursing or a related field from an accredited college or university.

Experience: Two years of experience as a Registered Nurse.

Note:Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Nursing classifications or Nursing specialty codes in the Nursing Instruction field of work on a yearforyear basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should possess the following:

1. Experience educating mentoring leading and consulting with Surveyors including those within the Maryland Department of Health (MDH)s Office of Health Care Quality (OHCQ).

2. Experience managing projects.

3. Experience with process improvement.

LICENSES REGISTRATIONS AND CERTIFICATIONS

1. Candidates for positions in this classification must possess a current license as a Registered Nurse from the Maryland State Board of Nursing 4140 Patterson Avenue Baltimore Maryland 21215 or possess a current multistate license in party states that candidates have declared as primary states of residence.

2. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operators license valid in the State of Maryland.

3. Employees in this classification may be required to successfully complete and maintain a current certification of cardiopulmonary resuscitation training.

SPECIAL REQUIREMENTS
