Summary

Working at CGS Administrators
CGS Administrators provides a variety of services under contracts with the Centers for Medicare and Medicaid Services (CMS) for beneficiaries health care providers and medical equipment suppliers in 33 states supporting the needs of more than 20 million Medicare beneficiaries nationwide.


Position Purpose:
Responsible for analysis design programming and implementation of the most complex applications tasks and projects in the area. Devise feasible logical procedures to resolve business problems through the use of computer resources. Formulate scope and objectives through research to develop or modify complex systems. Provide technical direction and support in the development and support of business systems software and procedures. Design code test and debug the most complex application programs.


Description

What youll do

  • Review and analyze systems streamlining processes to ensure efficient consistent use of all resources and adjusting designs to maximize reusability and reduce costs across subsystems. Provide technology solutions and prototypes to be used as the basis or template for more complicated business/technical requirements. Research diagnose and develop fixes for defects in existing code. Address maintenance issues related to current development testing and production.

  • Act as an internal consultant advocate mentor and change agent providing expertise and technical guidance on complex projects. Work closely with customers business analysts and team members to determine business requirements that drive the analysis and design of quality technical solutions. Ensure solutions are aligned with business and IT strategies and comply with the organizations architectural standards.

  • Provide design recommendations based on longterm IT organization strategy. Make recommendations towards the development of new code or reuse of existing code. Responsibilities may also include participation in component and data architecture design performance monitoring product evaluation and buy versus build recommendations.

  • Perform analysis design programming and implementation on systems and procedures to solve complex business or scientific problems. Develop enterpriselevel applications and custom integration solutions. Evaluate complex interrelationships in immediate programming area to determine how changes in one program will affect another related area.

  • Develop programming and development standards. Devise new sources of data and develop new approaches and techniques. Involved in the full systems life cycle and is responsible for designing coding testing implementing maintaining and supporting application software that is delivered on time and within budget.

  • Provide guidance to lower level programmers/analysts. Lead plan organize and/or coordinate complex projects or phases of large projects. Determine and resolve problems with other systems analysts programmers and systems users.

  • Research application development quality control trends throughout the industry.

To Qualify for This Position Youll Need:

Required Education:

  • Bachelors degree in jobrelated field

Degree Equivalency:

  • Associates degree plus an extra 2 years jobrelated experience for a total of 10 years of required work experience (see required work experience)

OR

  • 12 total years required work experience.

Required Work Experience:

  • 8 yearsof application development systems testing or other jobrelated experience.


Required Skills and Abilities:

  • Advanced understanding of applications/development quality assurance and integration methodologies concepts and facilities in a mainframe midrange web and/or PC/LAN environment.

  • Demonstrates a high level of technical proficiency in the areas of programming languages platform capabilities and methods of systems analysis and program design.

  • Advanced analysis decisionmaking and problemsolving skills.

  • Demonstrates logical abstract thinking and assimilating/adhering to project goals and deadlines.

  • Ability to communicate effectively verbally and in writing.

  • Able to work well under pressure and as part of a team.

  • Extensive knowledge of interpersonal skills/team building.

  • Familiar with project management concepts.

  • Ability to assess requirements alternatives and risks/benefits for low to highimpact projects.

  • Pays attention to detail.

  • Ability to establish and maintain effective working relationships with employees clients vendors etc.

  • Indepth understanding of organizational functions behavior and interrelationships.


Required Software and Other Tools:

  • Advanced knowledge of relevant operating systems programming languages and development tools and their usage in the company.

We Prefer That You Have:

  • OnBase by Hyland: Deep understanding of OnBase solutions including configuration administration and integration. (Certifications preferred OnBase API WorkFlow WorkView System Administration)

  • .NET Framework and C#: Proficiency in Framework for developing robust applications.

  • MS SQL: Proficiency in SQL Server

  • Web API: Experience with ASP MVC for building web applications and Web API for creating RESTful services.

  • ClientSide Technologies: Knowledge of HTML CSS JavaScript jQuery

  • Version Control Systems: Proficiency with Git
