Job Description

Introduction

This is a position specific recruitment for the Maryland Department of Natural Resources Chesapeake and Coastal Watershed. This recruitment will be used to fill current vacancies for the position and may be used to fill future vacancies in the same classification/function. Future vacancies may also be filled via other recruitments. The resulting eligible list will be maintained for one year.

Main Purpose of Job

The Department of Natural Resources Chesapeake and Coastal Service Annapolis is currently accepting applications for assignment of higher level duties as a Natural Resources Planner V.

The programmatic investments of the Center for Restoration Finance at DNRs Chesapeake and Coastal Service are led by a team of Restoration Finance Coordinators. The Coordinators are responsible for developing and promoting effective restoration natural resource management adaptive management and resiliency strategies for their respective funding and grant making areas in consultation with department and other agency leadership while accounting for emerging trends issues challenges and opportunities in their fields and across the state and region.

The Coordinator is responsible for initiating and leading work that may range across multiple sectors topics and fields and for leading and implementing a portfolio of work that contributes to broad institutional goals builds on prior accomplishments and breaks new ground. While the direct focus of the incumbents work is regional it is assumed and desired that its influence upon thought leadership and policy will be both local and national. Coordinators will also lead the assessment of the portfolios direction strategy results and impacts. He/she will also represent the department externally.

Coordinators are also responsible for managing and supporting the professional development of their grant making teams; overseeing annual budgets awards technical assistance travel and meetings; ensuring due diligence on awards through partner vetting and rigorous proposal evaluations; and cooperating with other federal state and local government colleagues to ensure effective communications and pursue appropriate opportunities for crossprogrammatic collaboration leveraging of resources and incorporating the latest scientific advances into decisionmaking.

MINIMUM QUALIFICATIONS

Education: A Bachelors degree from an accredited college or universityin an environmental science or natural resources planning management or development.

Experience:Seven years of experience in natural resources planning or an applied environmental science.

Notes:

1. Candidates may substitute the possession of a Bachelorsdegree from an accredited college or university in urban or regional planning engineering physical geography or the physical chemical biological or environmental sciences and one year of experience in natural resources planning orapplied environmental science for the required education.

2. Candidates may substitute the possession of a Mastersdegree from an accredited college or university in a natural resources planning management administration development environmental urban or regional planning; resources economics or development; environmental system management; water or land resources planning and management; environmental landscape architecture; or the physical chemical biological or environmental sciences for up to three years of the required experience.

3. Candidates may substitute the possession of a Doctorate degree from an accredited college or university in natural resources planning management administrationdevelopment environmental urban or regional planning;resources economics or development; environmental systemmanagement; water or land resources planning andmanagement; environmental landscape architecture; or thephysical chemical biological or environmental sciencesfor up to five years of the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

The preferred candidate will have knowledge and experience with:
  • Excellent interpersonal written and oral communication skills to work with high level public and private sector officials and maintain effective working relationships with colleagues and constituents;
  • The ability to effectively present information explain policy and respond to inquiries; and the ability to manage and effectively complete multiple concurrent and high priority tasks;
  • Knowledge and experience with managing grants for restoration projects and practices;
  • Fund management program development and oversight including developing scopes of work and executing contracts;
  • A base level understanding of nutrient reduction efficiencies and/or knowledge of using nutrient reduction calculators.

LICENSES REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operators license valid in the State of Maryland.
