Grant PUD Unified Insurance Program (uipwa)
Position Summary
Under limited supervision manage the System Operations group with responsibility for Grant PUDs Bulk Electric System (BES) to maintain a safe and reliable power grid. The System Operations group includes a team of NERC licensed System Operators Operations Technical Assistants Operations Trainers Distribution Dispatchers and any necessary Engineering Support involved in real time and shortrange power system studies. This team of technical specialists under your supervision are responsible for directing Grant PUDs Power Production and Power Delivery realtime operations. In this position you will lead the department in the implementation of all applicable PUD and power regulator policies processes procedures and work practices. You will also be responsible for ensuring System Operations performs its key functions while complying with local state and federal requirements (including NERC Standards applicable to Balancing Authorities and Transmission Operators) along with FERC License standards and Electrical Worker Safety Rules.

Essential duties and responsibilities may include but are not limited to the following:
- Serve as the Member/Representative of the Western Power Pool (WPP) ensuring the PUD interests are served through policy review contribution and development.
- Represent the PUD in the Western Electric Coordinating Council (WECC).
- Ensure the PUD maintains compliance and strong communication with the Reliability Coordinators (RC) currently under RCWest as one of the 25 balancing authorities and 39 transmission operators.
- Serve on or ensure representation at the WECC Chiefs committee as related to standard reviews compliance and training.
- Stay current with applicable updates from the Electricity Information Sharing and Analysis Center of NERC to maintain security and reliability of the PUDs BES
- Oversee and direct the Utilities Balancing Authority Transmission Operations and other power delivery realtime operations in a manner that is fully compliant with NERC/WECC requirements while maintaining system safety and reliability.
- Maintain strong relationships with other departmental peers (Sr Managers Directors) and ensure alignment within those peer organizations such as Power Delivery Engineering Construction and Maintenance Power Production Control Systems Engineering.
- Manage the development implementation and maintenance of all policies and procedures required by the System Operations group to meet critical operating parameters; provide daily technical guidance to operating staff; give direction on complex issues involving generation and interchange operations electric system switching system outage response and restoration in accordance with established procedures polices and operational best practices.
- Ensure all reporting employees including front line management understand their roles responsibilities and authorities and a adequately trained through continuous education and development. This includes the training requirements for all System Operators to maintain their NERC SO License
- Maintain awareness and develop strategy for mentoring staff in an environment of continuously increasing/changing responsibility with proper change management as directed by Regulating Authorities (i.e. NERC WECC)
- Oversee the development implementation and administration of the department operator training program while ensuring operating staff is adequately trained and NERC certified.
- Develop and modify work plans methods and procedures; determine work priorities and develop work schedules required for 24x7 power delivery; provide work instruction and assist employees with difficult and unusual assignments; assign and distribute work review work for accuracy and return assignments with recommendations for proper completion; provide daily weekly and monthly training required to ensure staff are fully equipped with the knowledge required to complete their tasks.
- Manage employees who are covered by the Collective Bargaining Agreement along with employees who are not covered by the agreement; manage according to guidelines outlined in the CBA; provide contract interpretation and guidance to address basic working condition conflicts; facilitate resolution of personnel issues and disagreements while promoting open communication trust respect and teamwork; provide formal and informal performance assessments.
- Act as subject matter expert to increase competency of all parties involved while maintaining relationships critical to successful partnerships.
- Performs related duties as required or assigned.

Required Qualifications (Education Experience Licenses & Certifications):
- Bachelors degree in electrical engineering or system Operations related degree or 2 additional years of relevant experience in lieu of degree.
- Eight 8 years of experience in Electric System Operations.
- Experience working under NERC CIP guidelines for an electric utility.
- Experience working on transmission grid at electric utility with voltages greater than 100kv.
- Possession of a NERC RC license or ability to acquire within 12 months of hire
- A valid State drivers license without restrictions.

- Knowledge of Electric System Operations; Federal Energy Regulatory Commission standards and regulations; concepts principles theories and methods surrounding electrical engineering industry standards and best practices; best management practices and theories.
- Skill in problem solving; report creation and submittal; independently adapting interpreting and applying written guidelines precedents and standardized work practices to a variety of unprecedented and problematic situations; written and oral interpersonal communication; workflow and time management; utilizing MS office products; specialized software tools and applications.
