Job Description

Introduction

MDEM is looking for a diligent detailoriented individual who is excited about making Maryland a safer place to live andwork by assisting with the Maryland 911 Board.

MDEMs mission is to proactively reduce disaster risks and reliably manage consequences through collaborative workwith Marylands communities and partners. MDEM is the department of State government with primary responsibility andauthority for emergency preparedness policy and for coordinating hazard mitigation incident response and disasterrecovery. MDEM is a national leader in Emergency Management that provides Maryland residents organizations andemergency management partners with expert information programmatic activities and leadership in the delivery offinancial technical and physical resources to shape a resilient Maryland where communities thrive. We do this bybeing Marylands designated source of official risk reduction and consequence management information.

NOTE: This position operates within an oncall rotating schedule according to assignment within the StateEmergency Operations Center (SEOC) to attend to all emergencies on a statewide 24/7 basis. This may involveworking 12hour shifts extended periods of time in support of 24hour consequence management activities.

Main Purpose of Job

The Branch Manager Operations and Training position is responsible for overseeing theoperational efficiency and training initiatives of the Maryland 911 Board ensuring compliancewith the Public Safety Article and Code of Maryland Regulations. This position manages thedaily operations of the 911 Board coordinates comprehensive training programs for internaland external stakeholders and provides operational oversight in the absence of the ExecutiveDirector. The role includes identifying knowledge gaps developing and delivering trainingcurricula and maintaining training records.

The position involves planning organizing and supervising the work of subordinate staffevaluating operational efficiency and developing new policies and standards. The BranchManager implements technological improvements interprets agency policies and coordinatesworkflow across MDEM units. They are responsible for setting goals managing deadlines andensuring adequate staff coverage for the 911 Board.

NOTE: This position requires working in an emergency/disaster capacity as assigned withinthe State Emergency Operations Center (SEOC) and in alignment with the ConsequenceManagement Operations Plan (CMOP). This position will be responsible for potentiallyworking extended 12hour shifts for prolonged periods contributing to 24hour consequencemanagement activities.

POSITION DUTIES

Coordinating routine (annual) planning sessions for theBoard overseeing the monthly remittances of the Maryland 911Surcharge reviewing and analyzing projectfunding requests for compliance with policy and Board requirements and providing training opportunities to enhance the skills and capabilities of office personnel;

In this role the primary responsibilities include executing the direction and actions prescribed by the Executive Director and the Board ensuring compliance with the Public Safety Article by assisting in the oversight of 911 Board functions facilitating meetings for both the Board and its subcommittees;

Conduct annual inspections to ensure that all Maryland 911 Centers adhere to Maryland law and Board policy;

Draft requested or required correspondence for the Executive Director develop and publish the 911 Board Annual Report ensure the publication of Board meeting agendas and minutes coordinate appearances before the Board and respond to media inquiries.;

Actively participate in national forums and organizations related to 911 services;

Assist in coordinating the implementation and Board funding of statewide 911 enhancements;

Other duties as assigned.


    MINIMUM QUALIFICATIONS

    Candidate must have at least two 2 years experience leading a team;

    Candidate must have three 3 years of professional experience.

    DESIRED OR PREFERRED QUALIFICATIONS

    Candidate possesses experience serving on or providing staff support to a regulatory board;

    Candidate possesses experience with compliance and/or inspections;

    Candidate possesses one year of practical experience with emergency services computer aided dispatch
    software 911 call handling or equivalent applications;

    Candidates possess six months experience evaluating project funding requests.
