Job Description

This position applies knowledge of Intelligent Transportation Systems (ITS) Traffic Signals and Tolling Operations technology to support the FDOT District Four Regional Transportation Management Center (RTMC) and overall Transportation Systems Management and Operations (TSM&O) Program. This fulltime position is based out of the District Four RTMC located on Commercial Boulevard in Broward County and is in charge of District Fours Managed Lanes and Ramp Signal Program. The Managed Lanes and Ramp Signaling Program covers the I95 95 Express) I75 75 Express) and Ramp Signaling system along I95 within the District Four area of responsibility.
Job Duties & Expectations
  • Overseeing managed lanes operations.
  • Overseeing ramp signaling operations.
  • Overseeing overall project performance to ensure it is meeting the intended results.
  • Evaluating and analyzing project related performance metrics.
  • Developing and implementing recommendations to mitigate performance measures degradation.
  • Conducting and overseeing operational analyses.
  • Updating the District 4 Express Lanes Operational Procedures (ELOP) at least once a year
  • Providing projects related data and information to others (internal and external).
  • Coordinating and supporting testing for all software hardware and firmware upgrades / changes for Managed Lanes and Ramp Signaling.
  • Reviewing and updating operational parameters including but not limited to: Time of Day Level of Service and Traffic Density Delta tables for Express Lanes.
  • Minimum and maximum metering rates and other parameters for Ramp Signaling.
  • Representing the DEPARTMENT on meetings workshops presentations (including other Express Lanes deployment as the project lead and technical expert).
  • Supporting public outreach/public information effort.
Scope of the Job
  • DecisionMaking: Consistently exercises good judgement receiving instructions on specific assignments objectives complex features and possible solutions. Work is reviewed for application of sound professional judgement and assistance is provided by Sr. Level technician for unusual problems.
  • Management: Manages operations personnel associated with the Managed Lanes and Ramp Signaling Program to include Managed Lanes Lead Operators Managed Lanes Operators and Ramp Signaling Operators.
  • Reporting: Responsible for utilizing existing software platforms to produce reports related to the Managed Lanes and Ramp Signaling Program and analyzing these reports to ensure that Performance Measures are being met.
  • Documentation: Responsible for updating existing documentation to document any changes noted from the previous version. This includes Standard Operating Procedures training presentations and materials and all other Program related documentation.
Education Experience and Qualifications
Must have a bachelors degree from an accredited four year college or university with a degree in an engineering discipline or any other science technology engineering or math (STEM) discipline.
  • Required Experience:
    • Must have signal operations design or maintenance experience.
    • Worked in Transportation Management Center or similar environment for a minimum of two years.
  • Preferred Experience:
    • International Municipal Signal Association (IMSA) Traffic Signal Technician Level II
    • Familiarity with the Florida Department of Transportations policies specifications and a variety of ITS Tolling and Signal Operations concepts practices and procedures.
