Make a difference and join the Honolulu Police Commission
in this vital role as a Police Commission Executive Officer!

The Honolulu Police Commission is hiring for a Police Commission Executive Officer. The position is responsible for directing and conducting investigations of complaints against theHonolulu Police Department and its employees and serving as executive officer to the Police Commission.

Duties for a Police Commission Executive Officer include but is not limited to the following:
  • Supervising directing and coordinating the work of the investigative staff.
  • Conducting investigations of a highly sensitive and confidential nature.
  • Supervising reviewing and signing off the work of the clerical staff.
  • Coordinating with the Commissions Chair in all Executive Sessions and Public Meetings held by the Police Commission.
  • Notifying Corporation Counsel for advice to process legal documents (examples: subpoenas affidavits etc. to obtain information and evidence.
  • Advising the Commissioners on matters affecting HPD and Commissions policies and procedures.
  • Conducting meetings to discuss and advise staff on problems regarding their investigations and update staff on Commission matters.

Special Work Requirements: This position requires the use of automobile computer typewriter tape recorder/transcriber copy/fax machine telephone binocular camera cellphone and other office equipment and supplies. This position requires the extensive use of a personal vehicle and driving to various locations within the City and County of Honolulu for work related tasks and assignments (e.g. investigating complaints and conducting interviews of police officers and civilian employees conducting interviews of complainants and witnesses conducting surveillance etc.. In investigating complaints the Executive Officer may enter highly dangerous neighborhoods and may be subject to verbal and physical confrontation with complainants witnesses and other individuals. Required to use personal cellphone for work related contacts.

The Executive Officer position may require special work requirements such as delivering time sensitive and confidential documents to the Commissioners residences on nonmeeting dates delivering and receiving time sensitive and confidential administrative documents to HPD main station and SubStations may be tasked with investigating the Chief of Police at the discretion of the Commission speaking to HPD recruits at Waipahu Training Academy concerning the Commissions duties and roles and attends HPD and Commission sponsored functions and events as required. The incumbent must be able to work after regular work hours and on weekends on irregular and nonscheduled special assignments

Minimum Qualification Requirements

At time of application you must be a citizen national or permanent resident alien of the United States or a noncitizen eligible under federal law for unrestricted employment.

EDUCATION REQUIREMENT:
Equivalent to graduation from a regionallyaccredited fouryear college or university with major work in social work sociology psychology public administration or a related field.

Education obtained outside of the United States must be comparable to a degree earned at a regionallyaccredited college/university in the United States. In order to receive credit for the education a foreign credential evaluation (FCE) must be provided. We also reserve the right to request further information about your academic program evidence of comparability or an original transcript.

Substitution: Work experience may be substituted for a bachelors degree on a yearforyear basis. Such experience must have provided the knowledge skills and analytical ability normally gained from attainment of a bachelors degree.

EXPERIENCE REQUIREMENT:
Five 5 years of responsible investigative work experience including or supplemented by three 3 years of managerial or administrative experience.

Applicable Skills:
  • Knowledge of principles and practices of supervision.
  • Knowledge of investigational methods and techniques.
  • Knowledge of rules of legal evidence.
  • Knowledge of interviewing methods and techniques.
  • Ability to deal effectively with the public.
  • Ability to interpret laws rules and regulations.
  • Ability to formulate ideas and express them clearly orally and in writing.
  • Ability to analyze and solve law enforcement problems.
QUALITY OF EXPERIENCE:
Having the required number of years of experience will not in itself be accepted as qualifying for the position. Your overall experience must have been of such scope level and responsibility as to conclusively demonstrate the ability to perform the duties of the position.

LICENSE REQUIREMENT:
Valid Hawaii State drivers license (Type 3 prior to appointment.
