What do you offer

Integrated Measurement for Performance Review and Enhanced Settlement Services (IMPRESS) is a new program aimed at strengthening the evaluation capacity of settlement organizations across Canada. The Research Officer Performance Measurement & Evaluation supports the development and refinement of performance measurement tools for NGOs. This role contributes to the design of evaluation frameworks data analysis and impact assessment to enhance program effectiveness. The Research Officer will develop a Performance Measurement Toolkit design performance metrics and train service provider organization (SPO) staff on performance measurement tools setting KPIs and indicators to measure outcomes. They will provide technical support to SPOs on implementing performance measurement frameworks and conduct midterm and final outcome evaluations to measure impact and identify trends. Additionally the Research Officer will collaborate with external evaluators analyze qualitative and quantitative data and support the integration of equity and inclusion considerations into evaluation frameworks. They will also assist in knowledge mobilization efforts including presenting findings at conferences and webinars to share the best practices and sector insights.

Some of the tasks of this position include:

  • Supporting the development and refinement of performance measurement tools for NGOs.
  • Contributing to the design of evaluation frameworks data analysis and impact assessment.
  • Developing a Performance Measurement Toolkit designing performance metrics and training service provider organizations on performance measurement frameworks.
  • Conducting midterm and final outcome evaluations to measure impact and identify trends.
  • Collaborating with external evaluators analyzing qualitative and quantitative data and supporting the integration of equity and inclusion into evaluation frameworks.
  • Assisting in knowledge mobilization efforts including presenting findings at conferences and webinars to share best practices and sector insights.

What qualifications and abilities are we looking for

The successful candidate will have the following:

Education

  • University degree in social sciences public administration or a related field
  • Masters or Decorate degree in a related field is preferred

Language

  • Fluent in English and French oral and written
  • Other languages are an asset

Experience Skills and Abilities

  • Proficiency in Microsoft Office Suite SurveyMonkey and SPSS
  • Experience in research data collection and qualitative/quantitative analysis
  • Strong technical skills in developing performance measurement tools organizing data and producing reports
  • Knowledge of program evaluation methodologies performance measurement frameworks and outcome assessment
  • Experience in survey design focus group facilitation and data collection techniques
  • Experience in creating and implementing digital tools or platforms for data collection and analysis
  • Experience in developing and delivering training programs for adult learners
  • Experience in the settlement sector working in outreach community engagement and stakeholder collaboration
  • Ability to establish and maintain relationships with service provider organizations across Canada

Additional Requirements:

  • Applicants must already have a valid permit to work in Canada.
  • A Police Record check not more than 6 months old is required.Police Records checks are reviewed on an individual basis and the offense(s) if any is considered in the decisionmaking process in relation to the requirement of working with children therefore not eliminating all candidates with a record from being offered a position.
  • Annually staff must complete the mandatory training for the protection of Children & Youth and submit the certificate of completion.
