Duties and Responsibilities: Oversee/supervise all aspects of the school systems special education programming (including indistrict and outof district placements).Supervise and evaluate special education Team Leader (CET)Recruit and hire special education teachers therapists ESPs and other related service providers (following Winthrops hiring protocol) Building based or hire all staffMaintain consistent and current policies and procedures relative to the implementation of special education services and 504 services.Serve as the school systems Homeless Coordinator and Title 9.Serve as a liaison between the Winthrop Public Schools and the Massachusetts Department of EducationProvide ongoing consultation to school and system administrators relative to Pupil Personnel mattersServe as an active member in the systems Leadership Team.Attend Administrator meetings with the Superintendent of SchoolsMeet with the building level Evaluation Team Chairpersons and School Psychologist monthly Plan and implement appropriate professional development activities for special education and regular education staff (as it relates the education of special education and disabled students).Maintain and expand the school systems inclusion initiative.Oversee all special education transportation services (both system owned vehicles and private carriers)Maintain an updated database of all special education studentsAssist principals with the school systems Home/Hospital programOversee all budgetary matters related to Pupil Personnel Services including special education Grant managementOversee Winthrops Summer Academy Program.Regularly communicate/meet with Winthrops Special Parent Advisory Council.Ensure that the school system is compliant with all DOE and OCR requirements relative to services for handicapped/disabled students (including the filing of all mandated forms)Act as a liaison between the Winthrop Public School Department and our special education attorneys.Respond on behalf of the school system relative to formal complaints filed with the Massachusetts DOE or Office of Civil Rights as it relates to students with disabilities.Represent the Winthrop Public School Department at all DOE mediations and hearings.
