This Senior Specialist/Contracts Manager position is working in the Surface and Airborne Integrated Systems (SAIS) business unit which is part of the L3 Harris Technologies (IMS) Integrated Mission Systems business Segment. This position is responsible for preparing proposals leading negotiations and managing contract awards and modifications through contract closeout for contracts which support the US Navy by providing mission critical products and services for their Submarine applications and their Surface Navy applications. This position will also support contracts and opportunities with other customers which are Prime Contractors to the US Navy and at times this position may also support business pursuits and contracts for customers in the foreign/international naval business market.
Essential Functions:
- Responsible for RFP and soliciation review and risk assessment proposal strategy and preparation contract negotiation contract administration and customer contact activities for assigned contracts and programs
- Partnered with L3Harris Program Management Office Contracts serves as the primary communication conduit between L3Harris and its customers and also maintains official contractual records / contracts repository
- Analyzes proposal materials and estimates to ensure accuracy and risk capture
- Key stakeholder and crossfunctional team member that leads the preparation of proposals and obtain appropriate approvals prior to submission to customer
- Leads customer negotiation process for both foreign and domestic opportunities
- Ability to negotiate complex contract terms and conditions and SOWs with US Government customers as well as possibly with commercial and international customers
- Champions and leads the program contract change management process
- Advises business unit leaders and management of contractual rights and obligations
- Ability to clearly present information to broad audience inclusive of higher levels of management as well as peer associates.
- Communicates effectively and continously within and outside of own function and business area and has responsibility for communicating with parties external to the organization (e.g. customers vendors etc. when necessary.
- Explains interprets and gains cooperation on complying with L3Harris policies procedures and practices as well as contractual requirements.
- Ability to handle multiple assignments and achieve program goals and meet deadlines in a fastpaced environment.
- Excellent presentation skills strong analytical abilities and selfstarter who can work independently with minimal supervision.
- Ability to obtain a Secret Clearance
Qualifications:
- Bachelors Degree and minimum 6 years of prior relevant experience. Graduate Degree and a minimum of 4 years of prior related experience
- Experience with the FAR DFAR and addressing Government CPARs
- Basic understanding of export regulations and restrictions (ITAR and EAR)
- Experience and success with managing complex contracts of all types (FFP CPIF CPFF FPIF etc)
- International business experience
- Experience in all aspects of the contract life cycle including contracts administration proposal preparation and closeout
- Negotiation experience
Preferred Additional Skills:
- Depth of knowledge of the Federal Acquisition Regulation (FAR) FAR supplements (e.g. DFARS) and other agency regulations
- Experience with INCOterms
- Knowledge ofEAR CAS WAWF DIBBS PIEE
- Experience in providing business contractual and risk mitigation strategies to support the needs of the program
- Experience with international contracts both commercial and government
- Demonstrated ability to develop customer relationship provide RFP shaping/analysis and have participated in proposal development and bid strategy
- International Contracting experience including travel negotiations terms and conditions and foreign contracting practices
- Experience recognizing and managing Change within the performance of a contract
- Demonstrated business acumen/finance experience
- Demonstrated ability to build relationships
- Advanced verbal and written communication skills are a must
- NCMA professional certifications (CPCM CFCM etc) are a strong plus
