What Youll Do:
  • Develop and execute talent acquisition strategies that align with workforce planning needs.

  • Manage recruitment programs including permanent and temporary staffing initiatives.

  • Oversee hiring events outreach efforts and employer branding initiatives.

  • Monitor key hiring metrics (timetofill diversity benchmarks) and optimize hiring practices present items to executive leadership.

  • Ensure compliance with employment laws EEO policies and state recruitment guidelines policies and procedures.

  • Enhance the candidate experience by streamlining recruitment workflows and leveraging HR technologies.

  • Lead and develop a team of 3 direct reports and 20 indirect reports fostering a culture of excellence in Talent Acquisition and Recruitment.

This position MAY telework on a parttime basis as part of a State Telework Program. More information on this arrangement may be obtained at the time of interview.

What Were Looking For:

  • Extensive knowledge of talent acquisition best practices workforce planning and recruitment strategy development.
  • Proven experience managing fullcycle recruitment including highvolume hiring and specialized recruitment programs.
  • Strong leadership skills with experience supervising mentoring and developing HR/recruitment professionals.
  • Expertise in applicant tracking systems and/or HRIS platforms.
  • Ability to analyze and interpret workforce data to drive hiring decisions and improve recruitment outcomes.
  • Comprehensive understanding of federal and state employment laws EEO compliance and hiring regulations.
  • Excellent communication and stakeholder engagement skills with the ability to influence and collaborate across all levels.
  • Experience developing and executing employer branding strategies to attract top talent.
  • Strong problemsolving organizational and project management skills with the ability to juggle multiple priorities.
  • A strategic thinker who can forecast workforce needs and implement proactive hiring solutions.

Minimum Education and Experience Requirements

Bachelors degree typically in Human Resources or related field from an appropriately accredited institution and at least 5 years of experience in human resources including 2 years of experience in an HR leadership position;

or equivalent combination or education and experience.

The Division of Human Resourcesplays a crucial role in ensuring that the North Carolina Department of Adult Correction has a robust and skilled workforce. The division provides comprehensive personnel services to all divisions/units throughout the department. Central HR handles a wide range of responsibilities related to staffing and recruitment benefits policy administration classification and compensation organization development data & analytics performance employee relations/equal employment opportunities and safety administration. By effectively managing these functions the division helps to attract and retain talented employees promote a positive work environment and ensure the safety and wellbeing of all staff members.
