Job Description
The Clinical Operations Manager oversees the revenue cycle team at the Department of Medicine at Zuckerberg San Francisco General Hospital (ZSFG DOM). This includes managing human resources resource management policy implementation and fiscal oversight. The role ensures compliance with regulatory standards standardizes rate structures develops encounter forms and maximizes revenue through proper coding and denial followup.
The Manager maintains communication with CPG Business Service clients and works with various chiefs and division managers to ensure efficient service operations and compliance with reimbursement regulations. As the principal administrative representative of the Department of Medicine the Manager leads committees and task forces fostering communication and problem resolution. A strong knowledge of physician billing reimbursement and relevant healthcare industry issues is essential.

In collaboration with department leaders the Manager develops and implements strategic plans setting and achieving financial goals. The role involves designing and implementing workflows for new or modified clinical services identifying billing opportunities analyzing trends and resolving denials. The Manager oversees the DOM Professional Fee Coders and directly supervises the Patient Billing and Collections Supervisor. The Manager acts as a liaison between department coders and the Business Office to optimize professional fee reimbursement.

The Manager actively participates in billing coding and compliance activities staying informed of healthcare standards and regulatory changes. They provide feedback and ensure the implementation of payer requirements aligning clinical and administrative processes to support revenue generation and regulatory compliance.

The Manager supervises the Housestaff Coordinator ensuring smooth onboarding and offboarding of residents and medical students managing facility operations and coordinating access to resources. This collaboration with institutional departments supports an efficient learning environment for trainees.

The Clinical Operations Manager also supervises the Department of Medicine Quality Improvement Specialist. In conjunction with Departmental Leaders this specialist helps establish and support a growing portfolio of quality initiatives (e.g. length of stay reduction) allocates necessary resources for successful implementation manages hospital data and develops QI projects.

The final salary and offer components are subject to additional approvals based on UC policy.

Your placement within the salary range is dependent on a number of factors including your work experience and internal equity within this position classification at UCSF. For positions that are represented by a labor union placement within the salary range will be guided by the rules in the collective bargaining agreement.

The salary range for this position is $151600 $227400 (Annual Rate).

  • Strong knowledge of healthcare revenue cycle operations concepts and policies and their impact throughout the organization with an indepth understanding of related functions and issues including coding registration billing reimbursements aging accounts contractual adjustments and charge capture.
  • Strong project management skills with the ability to organize manage multiple priorities meet deadlines and delegate assignments efficiently.
  • Demonstrated leadership and managerial skills with the ability to create and maintain a goaloriented climate of teamwork and cooperation across departments for effective problem solving conflict resolution support for organizational values and consistent achievement of targets and objectives
  • Strong criticalthinking projectmanagement and problemsolving skills with the ability to troubleshoot analyze and interpret complex data and systems to quickly identify problems and implement solutions.
  • Ability to work effectively with leadership on establishing operational goals and providing for technological upgrades tools and systems to maximize revenues.
  • Strong written verbal and interpersonal communications skills to prepare and present reports and convey complex information and instructions in a clear concise and specific manner. Ability to cultivate a strong commitment to quality teamwork collaborative problemsolving and achievement of objectives.


    • Certified Professional Coder (CPC) certification or equivalent
    • Strong knowledge of metrics analytics and data synthesis in healthcare revenue cycle management and their use to identify trends produce reliable forecasts and projections and create reports dashboards and presentations.
    • Strong knowledge of all relevant of all relevant information technology including systems tools applications processes and methodologies.

    The Department of Medicine is the largest department at Zuckerberg San Francisco General (ZSFG) with an annual budget of over $205 million. The Department is divided into 13 divisions and 3 centers. There are 148 fulltime faculty members and 111 withoutsalary faculty affiliated with the Department. In addition there are 420 staff employees 73 MSP physician appointments 31 nonfaculty academics 39 post doctoral scholars 10 clinical fellows 67 fellow and resident FTEs including 3.0 FTE chief residents. The Department operates more than 13 clinics 4 inpatient medicine services with 9 teams (Resident Inpatient Service 5 teams Faculty Inpatient Service 3 teams Cardiology Service 1 team and MICU Service 1 team) and 15 consultation services. The ZSFG Medicine Service has an annual volume of 5600 hospital discharges 52000 clinical visits 31000 specialty care visits and 18000 eConsults. In terms of extramural funding in 2023 ZSFG DOM principal investigators received new awards totaling $166M and earned research revenue of $135M.
