Our Team

Our team APAC Technology Strategy & Governance (S&G) function enables guides monitors and supports the health of International Systems and Technology.

Its core mission is to support the success of our business through the provision of strategic direction the application of high quality standards that drive decision making accountability quality and behaviors that cultivate a clientfocused empowered and continuous improvement culture.

The function consists of four core domains Finance Business Partnering Strategic Alignment & Delivery Operational Performance & Effectiveness and Risk Compliance & Controls.

About the role

As the head of the function reporting directly to the CIO with 6 direct reports the role is responsible for the following key areas which roll into one or more of the four domains:

Core Responsibilities

Technology Vision Strategic Planning & Business Alignment

  • Design maintains and leads the longterm technology strategy and roadmap ensuring clear alignment to divisional subdivisional and core regional business objectives.

  • Identifies and guides the regional adoption of emerging technologies e.g. AI cloud cybersecurity blockchain) that drive innovation.

  • Ensures technology investments provide a strong ROI value generation and a competitive edge.

  • Stays current with industry & technology trends and continuously innovates across APAC Technology.

Lead Technology & Digital Transformation Leadership

  • Oversees the delivery of ongoing cloud adoption AI/ML automation modernization technical debt and a broad array of technology driven initiatives

  • Drives modern agile and lean ways of working adoption maturity and drives scaled practices and adaptive processes across DevOps and CI/CD methodologies for faster efficient delivery.

  • Oversees the delivery of divisionalwide technical driven initiatives

Business & Technology Alignment

  • Collaborates with the SLT (Senior Leadership Team) senior business leaders and Vanguard entities e.g. VSPL (OST) VGI VIUK) to integrate technology with broader business strategies & obligations

  • Ensures business needs are effectively translated into techdriven solutions that enhance efficiency deliver business value and provide exceptional customer experience

  • Works in partnership with CDAO and delivery teams on improving data literacy enabling datadriven decisionmaking with advanced analytics and AI

Innovation & Emerging Tech Adoption

  • Identifies pilots and supports enterprisewide new technologies adoptions e.g. cloud and cloud multiregion AI ML blockchain)

  • Develops R&D and innovation strategies to maintain competitive advantage

  • Partners with startups academia and industry experts to support innovation across APAC Tech

Technology Investment & Governance

  • Oversees technology budgets resource management vendor oversight and cost optimization such as TCO (total cost of ownership which include ongoing cloud costs)

  • Maintain modern adaptive risk management compliance regulatory audit security 3rd party offshore and other obligatory oversight frameworks to ensure the ongoing health of Technology is monitored.

  • Ensures continued adherence to a broad range of regulatory requirements e.g. GS007 CPS230 CPS234 CPS190 FAR)

Performance Metrics & Continuous Improvement

  • Defines and tracks KPIs OKRs & OHIs Organisational Health) Indicators to measure and monitor goals and health for technology e.g. DORA FLOW uptime cost savings adoption rates run measures SLAs risks vulnerabilities)

  • Promotes a culture of accountability ownership continuous learning process improvement process & engineering excellence and risk awareness

  • Supports ES&F & ERM to ensures scalability security and resilience of applications services integrations and infrastructure


What are we looking for

  • 15 years related work experience (Technology delivery strategy governance oversight risk and PMO).

  • 8 years experience as a technology delivery leader preferred.

  • 8 years experience operating within highly adaptive agile and lean environments certifications and accreditations to support. Sound understanding and experience with the scaling of agile frameworks and methodologies.

  • Sound knowledge and experience of program/portfolio management practices principals tools and techniques.

  • Undergraduate degree in Business Computer Science or equivalent combination of training and experience. ITIL ITSM & COBIT 5 certification or equivalent experience preferred

  • Excellent verbal and written communication skills including confident presentational skills to senior leaders and business partners executive presence

  • Practical experience in the use BI tools PowerBI Tableau AI enabled etc are preferred
