Job Description

The Director of Contracts and Compliance (C&C) is a fulltime senior position in Panagoras home office in Silver Spring Maryland. The role involves providing contractual and project management guidance to activity management teams (AMTs) in support of fullcycle implementation activities as well as support to capture and proposal development. Additionally the role provides leadership and guidance on Panagoras corporate policies processes best practices and federal state and local laws as applicable. Finally it champions high quality project implementation client satisfaction risk management capacity building and good management practices.

Responsibilities

Contract Management

  • Partner with AMTs in providing leadership and highlevel contractual expertise in contractual administrative and operational areas of project management over the full project cycle
  • Provide expert direction on compliance matters from startup to closeout including review and advise on draft documents and requests for the Contracting Officer (CO) and Contracting Officers Representative (COR) approval or concurrence
  • Support timely resolution of internal and external contract and compliance issues ensuring proper supporting documentation is created and adequate
  • Conduct thorough reviews of subcontract agreements and other types of agreements ensuring proper flow down clauses and annexes are incorporated and aligned with prime contract requirements and minimizing company risk
  • Perform sufficient due diligence to ensure cost analysis and compliance with relevant terms and conditions for procurement/subcontracts task orders grants and amendments
  • Provide support on budget realignments/modifications to ensure compliance with prime and subcontract terms and conditions company policies and clients cost principles
  • Support resolution on complex contractual financial and operational issues under activities including subcontracts and independent contractor agreements
  • Serves as main point person for overseeing project startups and closeouts providing leadership to AMTs to conduct tasks as outlined in the winning proposal and contract
  • Support completion of standard contract related documents such as quick closeout documents and other contract management forms

Quality Assurance

  • Support AMTs with completing authorities matrices and following the workflow processes to comply with Panagoras standard operating procedures
  • Design and deliver various contracts and compliance tailored trainings that engage employees and build capacity
  • Support internal/external audit activities including desk audit reviews activity office financial and operational reviews as well as data request from internal/external customers
  • Provide thorough quality assurance reviews and advice to AMTs new business finance and operations staff to support day to day activities related to contractual and program management matters
  • Provide informed decisions that mitigate risk and protect Panagoras reputation employees partners and future work in the industry

New Business Support

  • Provide contract and compliance related support to proposal development
  • Conduct thorough review of newly awarded prime and subcontract agreements

Requirements

  • Masters degree in international development or an advanced degree in a relevant field
  • 10 12 years of experience in USAID project management and full cycle USAID project management
  • Demonstrated practical knowledge of USAID government contracts subcontracts administration grants under contracts and cooperative agreements
  • Proven experience with all USAID contract types and a working knowledge of FAR/AIDAR
  • Proven experience developing budgets and cost proposals
  • Excellent written and oral communication skills with the ability to communicate clearly and professionally
  • Excellent negotiation skills including experience negotiating complex terms and conditions
  • Ability to work in fastpaced environment and manage multiple priorities
  • High proficiency in Excel/Word/PowerPoint
  • Strong business acumen work ethic and demonstrated versatility and flexibility
  • Ability and willingness to travel to any country where Panagora currently operates or may wish to operate

Departments/teams will hold inperson meetings that involve a high degree of collaboration where ideas are generated quickly and often feed off each other e.g. brainstorming storyboarding proposal development strategic planning and performance discussions. Staff who reside in the DC/MD/VA area are strongly encouraged to work from the office on those days.
