Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express as well as the PRESTO fare payment system. Manage portfolio specific programs for cost management reporting forecasting and budgeting to support the delivery of a multibillion dollar portfolio of capital projects. Ensures financial integrity and accuracy of financial control and monitoring the overall control of project financial activities. This role requires strong project financial acumen and the ability to provide insight and advisement on financial expenditures and trends throughout the project lifecycle.
What will I be doing
- Manages the timely review categorization and payment of all CPG expenditures. Monitors costs against agreedupon budgets schedules and contractual deliverables within and across large and mission critical projects. Monitors the statistical and trends analysis of contracts and payout of contracts.
- Manages and develops the capital budget and capital plan pipeline ensuring that effective financial control measures are in place and that capital funds are invested to ensure both appropriate returns and prudent management of risk.
- Works closely with project delivery teams on requirements for the financial cash flow forecast and its supporting inputs such as procurement strategies and funding sources to assess whether the forecasts are realistic and achievable.
- Provides support to the Sr. Manager of Capital Cost Management in financial reporting with accurate and timely information of budget commitments forecast trends variances progress performance risk and opportunity contingency and cash flow. Conducts ongoing analysis of project risks during working closely with PMO Leads to optimize contingency strategies.
- Monitors progress to ensure that planning objectives are delivered on time and within budget and that anticipated business results are achieved; able to explain offplan overages and exceptions.
- Provides monthly quarterly and ad hoc financial analysis and reporting to senior management in Capital Finance and Project Delivery Team that could inform executive level decisions ensuring a high degree of quality timeliness accuracy and business insight.
- Liaises with internal departments regarding operational issues or improvements and provides subject matter expertise to management team on as required.
- Identifies opportunities and drives change to improve implementation and evaluation of cost management processes to enable better performance tracking and reporting capacity.

- Develop and maintain an environment of positive collaboration through strong working relationships and linkages between business units and departments; and between Metrolinx and others.
- Manages and directs 1 Metrolinx staff (e.g. defines roles responsibilities and expectations); and manages matrixed staff which are a mix of both consultants and other Metrolinx staff and delivers timely feedback to ensure a cohesive operational unit and the optimum use of team skills; manages staff and monitors work assignments to ensure adherence to timelines; monitors the achievement of performance objectives; develops and implements action plans to address performance gaps.
What Skills and Qualifications Do I Need
- Completion of a degree in Business Administration Engineering or Accounting or a related discipline or a combination of education training and experience deemed equivalent.
- Demonstrated progressive responsible experience in capital project budget cost and reporting functions ideally within a multibilliondollar >$1B) infrastructure/transit project environment.
- Certified Professional Accountant (CPA) or similar Accounting designation would be considered an asset.
- Experience in and knowledge of the principles and practices of accounting auditing and capital finance including capital budget control; funding mechanisms of major capital projects; systems management; financial administration; planning and forecasting; and cost accounting.
- Knowledge of strategic and capital project planning reporting and accountability approaches coupled with an understanding of capital planning principles and processes project development and contract management.
- Strong analytical skills with strong business acumen to transition easily between the strategic and the detailed; to evaluate complex financial and fiscal problems and recommend effective solutions.
- High level of proficiency in MS Office (Word Excel PowerPoint Outlook Paint) and other software tools and applications to document and illustrate financial standing and recommendations.
- Interpersonal and oral/written/presentation skills to represent the Capital Finance Division in dealing with all financial payment and invoice inquiries to resolve problems; to manage relationships with vendors; to identify and make necessary changes to financial controls policies and procedures.
