The Maryland Department of Juvenile Services (DJS) is dedicated to transforming young lives creating safer communities and fostering equitable systems. We are seeking passionate individuals for the role of the Program Manager Senior I (Regional Director) so come join our team and make a meaningful impact on youth and the community at DJS!
The main purpose of this position will be to administer community services manage staff and other resources as well as ensure that the goals and objectives of the Department of Juvenile Services are carried out in the Western Region. The Regional Director is responsible for region offices (Allegany Carroll Frederick Garrett & Washington Counties) located in the Western Region.
The position requires expert knowledge of the principles and practices of Intake Probation Community Detention Aftercare and Residential Services of controlling legal and regulatory authorities of judicial proceedings procedures. In addition the incumbent must have a working knowledge of the principles and concepts of administration and management of integrated case management systems of community service delivery systems of basic governmental accounting budgeting personnel processes and of strategic planning methods.
The incumbent must also have the ability to exercise sound judgment and discretion; to design implement and evaluate administrative procedures; to manage personnel conflicts effectively; to inspire motivation and productivity among professional and support staff; to establish and maintain viable working relationships with other agencies and external stakeholders; to present ideas clearly and concisely to demonstrate initiative and sound reasoning.
Some key responsibilities of this position may include but not be limited to the following:
In conjunction with the executive Director; Plans organizes and evaluates for the overall management of the Region to include but not be limited to:
Reviews and devises short and longrange plans goals and objectives and provides input into Region and departmental programs. Establishes procedures priorities and deadlines governing all regional operations.
Establishes standards for the attainment of goals and ensures that all regional operations and programs are effectively coordinated and accomplish departmental goals.
Evaluates programs and procedures and reviews attainment of goals relative to available resources and the Regions and the Departments mission taking corrective action or making recommendations when necessary to meet requirements objectives and goals.
This position is eligible to work a hybrid telework schedule.
MINIMUM QUALIFICATIONS
Education: A Bachelors degree from anaccredited college or university.
Experience: Four years of experience providing services toemotionally or socially maladjusted delinquent victimized or exceptionaljuveniles in a community educational or residential setting.
Notes:
1. Candidates may substitute possession of aMasters degree in the social or behavioral sciences or criminal justice froman accredited college or university for one year of the required experience.
2. Candidates may substitute U.S. Armed Forcesmilitary service experience as a commissioned officer in Social Servicesclassifications or Social Services specialty codes in the Social SciencePsychology and Welfare field of work on a yearforyear basis for the requiredexperience and education.
DESIRED OR PREFERRED QUALIFICATIONS
The preferred candidate for this position maypossess any of the following qualifications:
- Strong knowledge of juvenile justice systems case management practices and rehabilitation programs.
- Familiarity with state and federal regulations governing juvenile justice and child welfare services.
- Proficiency in case management software and data reporting systems to track youth progress and ensure compliance.
- Ability to develop and implement evidencebased strategies to reduce recidivism and improve youth outcomes.
- Excellent leadership mentorship and conflict resolution skills to effectively supervise case management staff.
- Strong written and verbal communication skills for preparing reports policy recommendations and stakeholder presentations.

SPECIAL REQUIREMENTS
Regular work scheduleto be flexible and may require telework protocols. Work schedule may involvenontraditional hours to meet the needs of the youth families and partners;may include nights and weekends.
