Job Summary:

The Center for Local Government Technology (CLGT) provides education training research technical assistance and customized services to local state and tribal governments and other public and private entities through multiple programs funded by state appropriations grants and cooperative agreements.CLGT provides education training and technical assistance to County Assessor and County Treasurer offices in Oklahoma.

This SeniorCAMASpecialist functions as program supervisor of aCLGTSpecialist and administration of theCAMAsoftware program. The incumbent is responsible forCAMAsoftware implementation training and support and assistance with real and personal property appraisals and cadastral mapping. They will provide orientation training and ongoing assistance to County Assessors and their deputies in all phases ofCAMAand cadastral mapping systems the coordination of specific mapping projects and appearing in court or before the Board of Equalization in assessment appeals or other proceedings to substantiate appraisals.

Additionally the SeniorCAMASpecialist will provide installation support modifications and training for Oklahoma county assessor and county treasurer ad valorem tax software systems and county treasurer bookkeeping systems. This may include but is not limited to additional programming; modifications; networking; safety and security review and resolution; working with operating systems to ensure software/hardware are compatible; recommending installing and supporting appropriate hardware and software which may vary from county to county. Make changes and modifications as necessary for design/review/implementation of user requests changes in the ad valorem tax laws through computer programs and changes in procedures by the tax commission office. Provide training for software usage in conjunction with the laws related to the ad valorem taxes. Provide classroom training at conferences and seminars on the use of the software and the ad valorem taxes.

Travel to counties to install software enhancements provide support and training on software and technical issues. Assist in the design and development of the Oklahoma ad valorem tax software systems to meet statutory requirements. Design network hardware and operating system software. Writes and revises software training manuals and program manuals. Provide onsite hardware installation and configuration

The SeniorCAMASpecialist attends relevant conferences to make presentations and provide training on property valuations appraisals and theCAMAsystem and will attend professional development training to better serve client base. With their supervisor they will develop an annual work plan and will discuss and establish annual performance goals and measures which are subject to change from year to year. They will be expected to perform other duties as assigned; when necessary adjustments will be made to the annual work plan and the performance goals. Employment for allCLGTemployees is contingent upon continuous funding and revenue.

Position is home based with an approved alternate work site (not required to report to the office on a daily basis). Due to communication expectations of the position the incumbent will be required to maintain cellular or other electronic communication device.

Requires extensive travel instate to county government offices occasional travel outofstate the occasional necessity to work nights and weekends and performing duties in excess of 40 hours per week. Expected to representCLGTand the University at all times when working as a team member and as an individual with professional demeanor and actions.

High School diploma/GEDand seven years of prior successful work experience including real estate appraisal working in or consulting with a County Assessors office using or training on aCAMAsoftware or relevant management experience. Postsecondary education may be substituted for work experience.

Must be skilled in data modeling and relational database design. Strong proficiency with opensourceGIStools includingQGISand MapWindow5.

Have before hire and maintain after hire a valid drivers license. A valid drivers license must be maintained for the operation of anOSUvehicle which is required in the performance of job duties as assigned.

Ability to lift fifty 50 pounds including student manuals and presentation equipment.

Candidate must have before hirePCEP Python Certified Entry Level

Knowledge of the Oklahoma Ad Valorem Tax Laws and Oklahoma Tax Commission Rules and Regulations. Understand cadastral mapping and its relation to mass appraisal and assessment administration practices in County Assessors offices including but not limited to tax levies exemptions freezes and caps reports to be generated and budgeting.

Knowledge of supervisory principles and practices training principles and techniques and the ability to organize and direct work of others. Ability to explain complex issues or matters concerning property valuations communicate effectively both orally and in writing including public speaking.

Must be able to designed develop and deploy an enterprise application for the management of roster and event data. The application will allow users to create and update rosters schedule and plan continuing education events and also tracts the attendance of the attendees while at the conference through the use of QR Codes eliminating the need for signin sheets and also eliminating the need for data entry at the completion of the event.

Able to travel extensively to consult with County Assessors Boards of Equalization and to provide training and technical assistance toCAMAusers. Knowledge of property and land valuation methods approaches to value including the three accepted approaches to valuation appraisal theory and appraisal techniques for urban and rural properties as well as knowledge ofCAMAMass Appraisal theory and techniques.

Able to communicate the ad valorem process to county officials and public with written information and with multimedia presentations at local regional and state conferences seminars workshops and classes.

Possess intermediate skills in the use of Microsoft Windows Word PowerPoint Outlook and Excel and Adobe Acrobat. Able to operate personal computers projectors and other office equipment.

Able to travel with overnight stays ranging from one to five nights per week. Valid drivers license and be able to legally drive passenger cars light trucks and vans.

Preferred Qualifications:

Bachelors degree in Accounting Economics Mathematics Real Estate Finance Business Admin. or other degree programs from an accredited university Instructor Certificate or recognized professional certification or license and ten 10 years real estate appraisal orCAMAsoftware experience or twelve 12 years experience including working in or consulting with a County Assessors office aCAMAsoftware or relevant management experience. Must be skilled in data modeling and relational database design. Strong proficiency with opensourceGIStools includingQGISand MapWindow5.

Instructor Certification Recognized Professional Certification/Designation or License fromIAAOor a similar organization.
