PAY GRADE: 110 $31.07 PER HOUR /$64625.60 PER YEAR

Job Summary: Responsible for general ledger transactions calculations and reconciliations relating to the preparation of the monthly financial statement and yearend audit; integral part of budgeting and grant processes; backfills Payroll Accounts Payable and Accounting Specialist.

Incumbents in this position will be held to the Districts Gold Standard for Customer Service.

ESSENTIAL FUNCTIONS AND RESPONSIBILITIES:

1. Initiates prepares and enters monthly journal entries for month end closing.

2. Assists with preparation of monthly Financial Statements and analysis.

3. Reconciles assigned General Ledger accounts and resolves reconciling items on a timely basis.

4. Reconciles bank accounts and corrects reconciling items on a timely basis.

5. Ensures the Utility and Miscellaneous Receivable Subsystems interface correctly into the general ledger. Reviews and processes adjustment requests for the Miscellaneous Receivable and Contracts subsystems.

6. Prepares monthly revenue reconciliations.

7. Maintains accounting records in electronic and hardcopy format.

8. Reviews and analyzes payroll for accuracy; including each pay cycles details before bank submission validating hours Federal tax deposits 941s W2s etc. Occasionally processes payroll cycle in lieu of Payroll Specialist.

9. Reviews Military & OffSystem bills monthly for accuracy and makes related journal entries to record the transaction.

10. Makes related gas supply and tax journal entries.

11. Prepares monthly and annual reports to meet federal and state requirementsincluding the PSC (Public Service Commission) semiannual report and the monthly & annual EIA (Energy Information Administration) reports sales & gross receipts tax and franchise fee returns.

12. Develop the annual budget document in accordance with industry best practices and ensure compliance with applicable state statutes and District policies.

13. Maintain grant files and all necessary paperwork in accordance with federal state local and grant agency guidelines. Responsible for financial portion of grant (e.g. reimbursement requests financial reporting).

14. Assists with yearend inventory. Reconciles physical inventory count to the general ledger balance.

15. Provides back up coverage for Payroll Accounts Payable and Accounting Specialist positions for vacation and sick leave.

16. Formulates and recommends accounting policies and improvements to existing accounting system and processes.

17. Responsible for maintaining and creating process documents related to areas of responsibility.

18. Other miscellaneous jobrelated duties as assigned.

EDUCATION AND EXPERIENCE:

Related Bachelors Degree plus minimum of three or more years of experience listed above

ESSENTIAL COMPETENCIES AND/OR TECHNICAL SKILLS REQUIRED:

1. Ability to effectively communicate accounting information policies and/or procedures in a manner easily understood by the customer.

2. Knowledge of current changes and/or developments in applicable Federal State and Local laws. Ability to keep abreast of laws and regulations that apply to a particular staff functions or field of professional expertise to maintain uptodate compliance.

3. Knowledge of standard and/or fund accounting principles methods and applications.

4. Account balancing and reconciling skills.

5. Ability to apply knowledge of applicable laws and regulations; verify documents for completeness and compliance with government and private agencies.

6. Ability to analyze and interpret financial data and prepare financial reports statements and/or projections.

7. Ability to use commercial or District developed computer software applications; preferred experience with utility subsector programs such as Central Square (SunGard) Public Sector.

8. Advanced skills with software applications such as excel spreadsheets relational databases statistical packages and graphics packages to assemble manipulate and/or format data and/or reports. Experience with Cognos Analytics is a plus.

OTHER FACTORS:

  1. Must be appropriately attired for an office environment.
  2. Regular attendance is essential.
  3. May be required to work other than normal work schedules.
  4. May be required to work overtime with little to no notice.
  5. Physical Effort: Requires sitting for long periods of time standing for long periods of time walking bending and light lifting.
