Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express as well as the PRESTO fare payment system. What will I be doing
- Leads the planning development and implementation of CPGs contract management systems standards and operational procedures to ensure the successful outcomes and value for money objectives of the organizations large and complex capital infrastructure initiatives.
- Authors and leads the review and analysis of the Divisions highly complex Capital Project tenders and contract documents to ensure that the appropriate contracting strategy and contractual clauses are applied to reduce risk and protect the interests of Metrolinx.
- Authors oversees and monitors contracts to ensure risk mitigation and management value management and cost control to identify and advise on the resolution of a range of critical issues including contractor performance.
- Identifies analyzes and develops responses to commercial risks and reports on contract performance and contingency utilization.
- Manages the provision of contract administration consultative advice expertise and support to project teams throughout the life of capital projects.
- Advises senior management on contract management and claims mitigation strategies.
- Liaises and works collaboratively with Procurement Services and the corporate legal team to seek advice and prepare complex contractual clauses that meet program and project objectives.
- Identifies opportunities for innovation risk mitigation and continuous improvement for contract management administration and risk control.
- Manages the validation of contractual obligations and monitors completed work by vendors prior to the release of payments by the Cost/Financial team.
- Works with the CPG project team to ensure the delivery of the work described in each contract recognizes and addresses trends to assist in mitigating the risks against delivering largescale projects
What Skills and Qualifications Do I Need
- Completion of a degree in Civil Engineering Contract/Construction Law or a related discipline or a combination of education training and experience deemed equivalent.
- Demonstrated years experience managing the administration of large multibillion dollar construction contractual agreements and teams ideally for an owner/public sector agency involving largescale infrastructure/transit projects.
- Knowledge of construction contract administration and claims management techniques and practices in a large multi project complex construction and infrastructure environment.
- Skilled in the development and communication of internal contract administration policies procedures and best practices.
- Experience in the interpretation of contract law and Ontario legislation (e.g.Construction Lien Act Professional Engineers Act Canadian Construction Documents Committee documents bespoke contract documents specifications and drawings and legal statues and proceedings).
- Experience in using contract administration systems such as Primavera Contract Manager and Oracle Unifier
- Management and leadership skills to manage departmental staff and lead projects and motivate a team of contract administration specialists.
- Influencing skills to convince senior management colleagues clients and vendors of the need to adhere to contract administration control processes.
- Negotiation and oral/written/presentation skills to represent the Program Management Division in dealing with all contract administration issues and to lead claims negotiations with vendors.
