The newly created Nebraska Broadband Office located within the Department of Transportation (NDOT) has an exciting opportunity for a Grant Analyst to join our team! If unable to fill at the Federal Aid Administrator II level we will consider applicants at the Federal Aid Administrator I level.
Pay range for Federal Aid Administrator Ilevel: $19.779 $29.157 per hour. The pay rate may be commensurate with education and/or experience within fiscal constraints if approved.
Pay range for Federal Aid Administrator IIlevel: $22.853 $33.688 per hour. The pay rate may be commensurate with education and/or experience within fiscal constraints if approved.
Job Duties:
- Work with a dynamic team to award and administer subgrants.
- Work with subgrantees to ensure compliance with federal and state rules and regulations.
- Monitor performance and financial status of grantfunded projects.
- Provide technical assistance to subgrantees related to administrative programmatic and fiscal compliance with regulations policies and procedures and agency standards.
- Use excellent communication skills to establish and maintain effective professional working relationships with team members and other customers.
- Create and submit reports to federal partners.
- Analyze information and evaluate results to choose the best solution and solve problems in a timely manner.
- Use effective oral and written communication skills.
- Apply effective time management skills.
- Perform other duties as assigned
Requirements / Qualifications:
Minimum Qualifications:
Federal Aid Administrator I: High school education plus four years of work experience significantly related to the positions function; or Bachelors degree in business administration accounting or other appropriate curriculum; or a combination of education and experience equivalent to the above requirements.
Federal Aid Administrator II: Bachelors degree in business administration accounting or other appropriate curriculum plus two years of significantly related work experience or a combination of education and experience equivalent to the above requirements. Experience can be substituted for education on a year for year basis.
Preferred Qualifications:
- Experience establishing and maintaining relationships with internal and external customers.
- Experience and appreciation of collaborative teambased work.
- Interest in continuous learning and growth.
- Experience in state government accounting or grants management.
- Experience with federal grants accounting.
Other:
- Valid drivers license required.
- Occasional overnight travel may be required.
- Regular and reliable attendance is required.
Knowledge Skills and Abilities:
Knowledge of:
- Generally accepted accounting principles (GAAP) practices and standards.
- Budgeting techniques and methods.
- Record keeping methods.
- Federal and State laws and regulations applicable to accounting/finance operations.
- Federal grants management rules and regulations.
Skill in:
- Planning and organizing.
- Observing receiving and otherwise obtaining information from all relevant sources to make informed decisions.
- Analysis and development of plans to prevent and/or address challenges.
- Compiling data from multiple sources into a single comprehensive document or report; Excellent written and verbal communication.
- Microsoft Office especially Excel.
Ability to:
- Manage time and competing priorities.
- Learn and apply the principles and concepts of specific agency programs policies and Operating details of an accounting system.
- Provide financial and budget recommendations.
- Effectively communicate to exchange and elicit information and explain complex information to various audiences.
