The Aging & Disability Services MnCHOICES Division within the Social Services Department is responsible for administering Home and Community Based Services. The division is comprised of three major functional areas: The MnCHOICES unit Administration & Access unit and the Case Management unit. It is a priority and expectation of the county and the department to operationalize racial equity across the administration of Home and Community Based Services as well as grow an organizational culture that is value based: People Integrity Community Equity and Leadership; and embodies the Mission & Vision of Ramsey County.
We have one current Supervisor position vacancy in our Aging and Disability Services area which provides Disability Waiver (i.e. CADI CAC BI DD) AC/EW Waiver and Rule 185 IDD Case Management. There are 11 Case Managers and one Case Aide on this unit. In this position you are supervising Case Managers whose primary duties include but are not limited to: identifying resident needs (which includes reviewing needs as outlined on the annual MnCHOICE assessment); leading annual team meeting; developing annual support plan using the MnCHOICES 2.0 tool; obtaining authorizing coordinating services; and protecting the rights of the persons with disabilities. As a Supervisor you are daily communicating and consulting with Case Managers to assist them in supporting Ramsey County residents and to help ensure that Federal and State statutes policies and practices are followed and that required documentation is completed. You will also have regular contact with residents families Guardians providers and other community members. You will regularly meet with unit members for 1:1 support and complete monthly file reviews. Additionally this position includes providing trainings and doing community engagement and outreach.
The Aging & Disability Services MnCHOICES Division will also be using this post to hire new MnCHOICES Supervisors soon. These positions will supervise Social Workers and Public Health Nurses who will provide screenings and face to face assessment services for people who have disabilities and/or are aging. This assessment will determine eligibility for HCBS programs including Community Access for Disability Inclusion (CADI) Brain Injury (BI) Developmental Disability (DD waiver) Rule 185 Case Management services Community First Services and Supports (CFSS) Elderly Waiver (EW) and Alternative Care (AC). The Supervisor will support Assessors to determine service needs develop personcentered Support Plans; identify potential support services and community resources based on assessed support needs; complete necessary documentation; make support service recommendations using a strengthbased approach to help people stay in their homes or in their community safely and as independently as possible; and perform related duties as assigned. Thus this posting will be used to fill these other Supervisor vacancies/openings in MnCHOICES as well.
Education: Bachelors degree in a social/behavioral science or equivalent; and any combination of 23 credits or 230 continuing education hours in fields relating to social work.
Experience: Six years of social work experience or equivalent.
Substitution: Experience as a Ramsey County Human Services Case Aide 3 may substitute for general social work experience on the basis that two years of Case Aide 3 experience equals one year of general social work experience. A maximum of six years of Ramsey County Human Services Case Aide 3 experience can be substituted for general social work experience.
A Masters Degree in Social Work may substitute for two years of the experience requirement.

Training and Experience Rating 100
The examination forSocial Worker Principal will consist of a training and experience rating comprised of the questions in the attached supplemental questionnaire. Not all applicants who meet the minimum qualifications will pass the training and experience rating. The rating on this supplemental questionnaire will depend on your answers to the questions do not mark see resume or see work history do not cut and paste resume as a response. Please answer all your questions clearly and completely. Failure to respond could affect your score and final rank on this examination.
Eligible List: The names of all applicants who filed a properly completed application and passed the examination/screening process shall be placed on the eligible list for an employment opportunity as a Social Worker Principal. The list will be certified to the appointing authority which may use this list to conduct interviews to fill a vacancy. Candidates will remain on the list for 3 months or until hired whichever occurs first. A notice will be sent to applicants at the time the eligible list is posted informing them that the list has been posted and their rank on the list. The names of all applicants who pass the examination with a score of35 or higher will be forwarded to the department for further consideration.
Veterans Preference: This is a classified position requiring an open competitive selection process. Veterans Preference points will be applied after a candidate passes the examination process. Applicants who are eligible for veterans preference should update their veterans DD214 and other supporting documents and submit them as an attachment at the time of application.
Criminal Background Checks: All employment offers are conditioned upon the applicant passing a criminal background check. Convictions are not an automatic bar to employment. Each case is considered on its individual merits and the type of work sought. However making false statements or withholding information will cause you to be barred from employment or removed from employment.
EVerify Participation: Ramsey County participates in the federal EVerify program. This means that Ramsey County will provide the Social Security Administration (SSA) and if necessary the Department of Homeland Security (DHS) with information from each new employees Form I9 to confirm work authorization. If the Government cannot confirm that you are authorized to work Ramsey County is required to give you written instructions and an opportunity to contact DHS and/or the SSA before taking adverse action against you including terminating your employment. Employers may not use EVerify to prescreen job applicants and may not limit or influence the choice of documents you present for use on the Form I9.
