The Team
The Capital Markets Group is an established team of 8 skilled professionals including a Director Portfolio Managers a Junior Portfolio Manager a Portfolio Analysts and a coop employee. This team works closely with external market participants including bank dealers institutional investors and regulators as well as with internal counterparts to support effective funding for client entities across government and its agencies. The team is known for its high level of expertise and its strong focus on capital markets activity.

The Role
The Portfolio Manager Domestic Finance plays a vital and dynamic role in shaping British Columbias borrowing strategies to ensure the province secures the lowestcost minimumrisk financing from domestic capital markets. As the primary contact for the domestic investment dealer community this role requires expertise in market analysis relationshipbuilding and the of multibilliondollar bond and note programs. This is an exciting opportunity to contribute to British Columbias financial stability while fostering equitable and inclusive partnerships with key stakeholders in the domestic market.

Qualifications:
Education and Experience Requirements

  • Degree in commerce business administration economics or a related degree.
  • 4 years of experience fostering professional relationships with financial industry stakeholders such as managing syndicates of subject matter professionals origination of primary market issuances and representing an organization in professional networks.
  • Experience working in fixed income capital markets.
  • An equivalent combination of related education and experience may be considered.


Preference may be given to applicants with:

  • Completed additional related coursework and/or designations including a Master of Business Administration degree Canadian Securities Institute designations (e.g. Canadian Securities Course) and Chartered Financial Analyst designation.
  • Experience executing and overseeing funding programs through capital market issuance.
  • Experience working in some/or all the following: Canadian bond markets money markets derivatives markets and in public primary (securities new issuance) markets.
  • Experience delivering strategic and confidential advice to the senior finance leaders and various stakeholders.

About this Position:
This position is excluded from union membership.
Flexible work options are available; this position may be able to work from home a few days a week subject to an approved telework agreement.
