This is a fulltime twoyear paid position with benefitsthat combines classroom training with onthejob experience to prepareindividuals for Code Enforcement Inspector positions. The Intern ProgramCurriculum described under the minimum requirements below consists ofapproximately 31 college credits in the fields of English social sciencesmath computers architecture and code enforcement.
Purpose
The Code Enforcement Intern (CEI) performs code complianceinspections and conducts public information programs within a designatedgeographic area.
CEIs are required to successfully complete collegelevelcoursework as defined in the Department of Neighborhood Services (DNS) InternProgram; classes are held during work hours and the tuition is paid by theCity. Upon successful completion of the experience and educationalrequirements the incumbent may be promoted to Residential or Commercial CodeEnforcement Inspector with DNS.
Essential Functions
BUILDING INSPECTION AND CODE ENFORCEMENT
- Conduct surveys and inspections to identify building maintenance and other code violations. Research properties using the Wisconsin Circuit Court Access Consolidated Court Automation Program (CCAP) case management system and the Land Management System (LMS).
- Document and review code violations and graffiti complaints. Take digital photos and upload them to the computer system. Monitor and document followup actions.
- Issue and enforce orders to correct violations related to building code maintenance. Report unsecured properties. Register properties pending foreclosure.
CUSTOMER SERVICE
- Satisfactorily handle complaints from tenants and property owners by phone email or in person.
- Meet with residents property owners block clubs and community groups to discuss initiatives to improve neighborhood conditions.
ADMINISTRATIVE
- Prepare organize and maintain records of inspections and violations.
- Issue preinspection letters and reinspection fees.
INTERN PROGRAM CURRICULUM
- Attend collegelevel classes at the Milwaukee Area Technical College (MATC) during day and or evening hours.
- Attend inservice and other training sessions as prescribed by DNS.

Conditions of Employment
The Code Enforcement Intern must be willing and able to dothe following:
- Perform field work in all Milwaukee neighborhoods.
- Perform interior and exterior inspections on properties.
- Comply with the departmental dress code.
- Climb ladders stoop and bend.
- Work outdoors in all weather conditions.
- Participate in required classes virtually in person or via blended learning.
Required preemployment test include the following:
- Physical Exam
- Vision Exam
- AudioGram
- Drug Screen
Minimum Requirements
- At least 18 years of age by the application period closing date.
- Eligibility to enroll in the collegelevel courses included within the Intern Program Curriculum (e.g. English social sciences math computers architecture and code enforcement) at time of appointment.
- Valid drivers license and a good driving record at time of application throughout the selection process and throughout employment.NOTES: 1 Drivers license number must be listed on the application and 2 Driving records will be checked during the selection process and prior to job offer.
- Availability of a properly insured automobile for use on the job at time of appointment and throughout employment. (Car allowance is provided pursuant to Section 350183 of the Milwaukee Code of Ordinances).
Desirable Qualifications
- Conversational language proficiency in Spanish or Hmong.
- Experience in the carpentry field.
Knowledge Skills Abilities & Other Characteristics
TECHNICAL
- Ability to read and interpret the Milwaukee Code of Ordinances and other workrelated documents.
- Ability to attend and successfully complete collegelevel courses defined in the Intern Program Curriculum.
- Observational skills and the ability to learn about building construction systems and conditions to assess overall safety habitability and make determinations regarding code compliance.
- Ability to apply concepts of basic algebra and geometry and make accurate calculations.
- Ability to learn to use laptop and desktop computers digital cameras and mobile phones.
- Ability to read maps.
COMMUNICATION AND INTERPERSONAL
- Written communication skills to compose clear and correct correspondence and documentation.
- Verbal communication skills to effectively share information both in person and by phone.
- Knowledge of customer service concepts; ability to provide excellent customer service and handle complaints appropriately.
- Ability to read body language use diplomacy and remain calm when working with customers who are upset.
- Ability to work cooperatively and effectively with people whose backgrounds may differ from ones own.
- Ability to work both as a contributing team member and independently with minimal supervision.

Current Salary
The current starting salary (Pay Range 8AN) is $42726annuallyand the current resident incentive starting salary for City of Milwaukeeresidents is $44008annually. Appointment will be made in accordance withthe provisions of the salary ordinance.
*Upon successful completion of the CEI Program incumbentsmay be promoted to Commercial Code Enforcement Inspector or Residential CodeEnforcement Inspector (Pay Range 7AN) for which the current starting salary is$51816 and the starting salary for City of Milwaukee residents is $53371.
