POSITION TITLE: Budget Analyst

Position Summary:
Facilitates annual budgeting process. Collaborates with and guides Program Managers on budgeting compliance reporting and variance financial analysis functions on their respective grants. Honors and represents the mission vision values of CIT and the Accounting department.

Essential Duties & Responsibilities:
- Performs budget modeling to compare actual results with budgeted predictions.
- Summarizes budgets and offers insight regarding funding requests.
- Facilitates annual budgeting process for the organization on various levels.
- Partners with other departments for grant application submission and budget adjustments.
- Ensures budgets are consistent compliant and address high priority directives and initiatives.
- Works closely with managers and directors to ensure compliance with financial regulations and fiscal policies.
- Prepares a variety of detailed accounting statistical and narrative financial statements or reports requiring analysis and interpretation for Program Managers Directors and Tribal Council.
- Reviews and analyzes proposals grants and contracts for fiscal soundness and adherence to Generally Accepted Accounting Principles (GAAP) and policies and procedures.
- Coordinates with grant managers to review variances and propose necessary adjustments.
- Reviews program requests for payment of eligibility and acceptable costs in accordance with finance policies and procedures and budget availability.
- Assesses reconciled monthly financial statements.
- Recommends and assists in the implementation of new or revised accounting systems procedures and records.
- Maintains the confidentiality of all accounting department data.
- Reads analyzes and interprets financial and general business periodicals professional journals financial procedures and regulations.
- Keeps abreast of new technologies and principles attending seminars educational workshops classes and conferences to maintain certifications.
- Contributes to team effort to accomplish related results as required.
- Performs other duties as assigned.
Knowledge Skills and Abilities:
- Knowledge of traditional form of government and tribal customs and traditions.
- Knowledge of Generally Accepted Accounting Principles (GAAP) and applicable federal state county and local laws regulations and requirements.
- Knowledge of financial control systems and methodology.
- Knowledge of laws rules and regulations that apply to fiscal operations.
- Skill in advanced statistical compilations and analysis including budget modeling and scenarios.
- Skill in operating various wordprocessing spreadsheet database and accounting software programs in a Windows environment; advance Excel skills required.
- Skill in analyzing problems projecting consequences identifying solutions and implementing recommendations.

Minimum Qualifications:
- Bachelors degree in accounting finance or a related field; advanced accounting or finance degree preferred.
- Five years grant budgeting or accounting experience; 10 years preferred.
- CPA CMA or similar certification preferred.
- Experience with grant and government budgeting for complex organizations preferred
- A combination of relevant education and related work experience may be considered.
- Fluency in the Cowlitz language is beneficial.
- Valid drivers license is required when driving vehicles for workrelated purposes.
- Must be able to successfully pass a background screening / investigation according to the established requirements below.
Tribal preference in accordance with Cowlitz Indian Tribe Code and CIT Employee Policies and Procedures Handbook shall apply to all positions.

Physical Demands:
While performing the duties of this job the employee regularly is required to stand; walk; sit; use hands to finger handle or feel; reach with hands or arms; and talk or hear. The employee occasionally is required to climb or balance; stoop kneel or crouch. The employee is occasionally required to lift up to 20lbs. Specific vision abilities required by this job include close vision and clarity of vision at long distance.
Work Environment:
Work is generally performed in an office setting with a moderate noise level. Evening and/or weekend work may be required. Tight time constraints and multiple demands are common. Travel may be required for training meetings conferences presentations and other events.
