Position Title:Court Administrator
Salary Range: $72000 $78000 D.O.Q.

General Purpose:

Under the general direction of the Executive Director of Administrative Services the Municipal Court Administrator manages the functions and operations of the Citys Municipal Court. Supervises and evaluates subordinates and performs functions pertaining to municipal court operations.

Essential Job Functions:

  • Develop and maintain procedures for the operation of the municipal court.
  • Review and maintain court docket schedules for court dates and prepare complaints and schedule cases for court ensuring all materials are accurate and complete prior to the court date.
  • Maintain citation file database and file and maintain written citations.
  • File closed cases and prepare cases for storage.
  • Prepare affidavits for warrants and subpoenas/jury summons to distribute.
  • Organize submit and/or distribute prepared paperwork for proper signatures and process filing and paperwork concerning cases appealed to the county court.
  • Prepare paperwork for various functions of the court i.e. defensive driving school deferrals probable cause affidavits complaints warning letters.
  • Perform court room duties when in session i.e. assisting the judge forwarding copies of court orders to defendants receiving monies resetting cases distributing paperwork for judicial signatures reviewing correspondence.
  • Enter and clear warrants on the computer system and enter dismissals in database for deferred adjudication after probation period.
  • Receive monies for citations bonds and escrows and establish payment plans for warrants and forwards escrow payments to proper agency.
  • Prepare courtesy letters for overdue fine payments.
  • Maintain responsibility for all monies received including preparing and depositing funds.
  • Prepare various monthly and quarterly reports concerning items such as production statistical data and state fees due.
  • Prepare and process all paperwork and reports for the department to other agencies.
  • Prepare and monitor the annual budget for the municipal court.
  • Conduct jury call.
  • Implement state and legislative updates.
  • Ensure proper reporting to the State of Texas concerning municipal records.
  • Maintain juvenile records and docket scheduling with parents.
  • Enter code enforcement citations and set for docket.
  • Process PR cash and surety bonds and set for court.
  • Work and set attorneys for attorney dockets and process 2714 appeals.
  • Perform other related duties as required or assigned.

Minimum Qualifications:

  1. Bachelors degree in criminal justice business administration or related field three 3 years of municipal court experience and two 2 years of management experience
  2. Certified Court Clerk Level II

Or a combination of education and experience sufficient to successfully perform the essential functions of the job.

  1. Valid Class C Texas Drivers License
  2. Ability to successfully complete a background check and preemployment drug screening.

Knowledge Skills and Abilities:

Knowledge of: Federal State and Municipal laws rules and regulations related to the administration of a municipal court; Organization and operation of the court and all related agencies; collection accounting and submission of court fines costs and fees; administrative and managerial practices and methods; maintenance upgrades of computer systems computers and related equipment hardware and database software; city policies and procedures.

Skilled in: Effective oral and written communications; conducting research into sensitive and nonroutine public inquiries and complaints; planning developing and implementing municipal court administrative procedures and objectives; effectively supervising and delegating duties to assigned staff; resolving customer complaints and concerns; reading interpreting and applying policies and regulations; tactfully communicating and negotiating with a wide variety of diverse populations; establishing and maintaining effective working relationships with others.

Ability to: Utilize a variety of advisory data and information such as TMCCA and TCEC policy manuals traffic and criminal state laws computer reports legislative updates and journals judicial opinions and the City code of ordinances; travel and attend meetings conferences and training; attend work for the assigned working hours regularly and consistently; perform addition subtraction multiplication division decimals percentages fractions and interpret graphs; bend reach kneel and lift up to 20 pounds; perform work that requires repetitive motion such as typing data entry and vision to monitor; operate a computer copier calculator fax machine and telephone.
