The Southeast Region work unit is a major geographicalbased organizational unit of the Colorado Division of Parks and Wildlife (CPW) essentially the Southeast quadrant of Colorado. The Southeast Region is responsible for administering and managing eight state parks and four state wildlife administrative areas. In addition to oversight of the state parks and wildlife areas this unit manages all of the ancillary operations programs projects and staff resources fiscal resources and miscellaneous property resources relating to state parks and wildlife management activities education outreach trails program and regional specialists managing water energy and land use development in the Southeast Region.


This positions primary purpose is to provide consistent coordination and communication with all entities and organizations associated with the development of energy resources land use proposals and the use of water resources that may have potential wildlife or recreational impacts. This includes open and regular communication with agencies such as the Bureau of Land Management (BLM) United States Forest Service (USFS) United States Army Corp of Engineers (USACE) United States Fish and Wildlife Service (USFWS) United State Geological Survey (USGS) Bureau of Reclamation (BOR) private operators for any energy development industry other state agencies such as the Energy and Carbon Management Commission (ECMC) Colorado State Land Board (SLB) and Colorado Division of Water Resources (DWR) counties as well as interested publics to ensure and optimize the longterm perpetuation of wildlife habitat and populations and promote the stewardship of recreational lands throughout Colorado.

Description of Job

This position is thesupervisor of the SE Regions energy land use trails and water staffto apply theories principles and models to serve as CPWs expert and liaison with agencies industry and nongovernmental organizations on regional oil and gas development renewable energy development land use development and water projects. This position ensures communication exchange among stakeholders for oil and gas and renewable energy development collects and evaluates wildlife and habitat data to assure adequate assessment of impacts to wildlife habitat and formulates recommendations regarding strategies to avoid minimize and mitigate impacts to offset such wildlife habitat trail recreation and water impacts.


The primary duty is to serve as a supervisor for the coordination and oversight of energy and land use development comments by CPWs Southeast Region on federal guidance and implementation plans such as Resource Management Plans (RMPs) Forest Plans and other federal land management and evaluation documents required by the National Environmental Policy Act (NEPA) and state and county land use planning documents. Within the Region this position uses its energy development knowledge and land use expertise to serve as the expert resource and land development position. To protect its interests CPW must maintain internal expertise equivalent to that of the oil and gas and renewable energy development industries.The position can make decisions that reflect programmatic consistency statewide regarding energy development and resource development within the Divisions policies.


This position will represent CPWs Southeast Region in communications for policy and program direction of energy development and land use with the Divisions Executive Management Team (EMT) Department of Natural Resources (DNR) ECMC and other county state and federal agencies.


This position will represent CPWs Southeast Region on the Statewide Trails Committee. It will be responsible for reviewing and making decisions related to regional trail grant reviews regional trail crew applications and fieldwork for the position of the regional trail position. This position will work with the State Trails Program Manager and OHV/Snowmobile Trails Program Manager to coordinate operations across the Outdoor Recreation Branch and the Southeast region and ensure professional communication.


This position will represent CPWs Southeast Region in communications for policy and program direction of water resources in the Southeast Region.


Provide Coordination for Technical Regional Energy and Land Use Development Expertise

In addressing the cumulative impacts of energy and land use development on wildlife and wildlife habitat serve as CPWs primary liaison of communication between internal personnel and external entities including private operators of energyassociated industry and county state and federal agencies.


Assists with Statewide Initiatives and Planning Efforts for Energy and Land Use Development
Assist with coordinating staff to review and develop CPW comments and recommendations for federal land management plans (RMPs and Forest Plan Amendments) and state and federal agencies developmentrelated EISs and EAs in the assigned region.

Supervise and Support SE Energy Liaison Land Use Specialists and Trails Coordinator
Direct control over positions includes assigning tasks monitoring progress and workflow checking the product for timeliness and correctness or soundness establishing work standards and scheduling work including approval of leave requests and approving work hours.

Other duties as assigned.

Nine 9 years of relevant experience inFederal State County or municipal Land Use Policy Planning and/or development Oil and Gas Policy and/or Management Renewable Energy Policy and/or Management NEPA Project Management related to land use energy development environmental/conservation partnerships etc. or an occupation related to the work assigned to this position.

OR

A combination of related education in Natural Resources Wildlife Management Biology Aquatic Biology/Fishery Science/Aquaculture/Fishery Management Ecology Environmental Science Environmental Policy Water resources planningZoology/Animal Sciencesor relevant experience in an occupation related to the work assigned equal to nine 9 years

  • Current or former State experience relevant to this position.
  • Current or former Colorado Parks & Wildlife work or volunteer experience.
  • Technical Knowledge: Experience with NEPA processes USFS or BLM land use.
  • Compensatory mitigation project work and/or habitat enhancement project conservation easements.
  • Knowledge and experience with Colorado water policy.
  • Knowledge or experience with state and federal grant programs.
  • Knowledge of aquatic and terrestrial ecosystems.
  • Experience working with diverse stakeholders in water (water providers NGOs government etc).
  • Experience with diverse agencies within the Department of Natural Resources.
  • Relevant masters degree or other relevant advanced degree.
  • People and project skills: Experience coordinating with diverse technical experts and other stakeholders toward a common policy position.
  • Experience coordinating interdisciplinary teams.
  • Experience negotiating with stakeholders of diverse backgrounds and interests.
  • Strong analytical skills e.g. capable of working with large sets of data and/or complex subjects.

Required Competencies
  • Technical Knowledge: Proficiency with Google and Microsoft Suites.
  • Experience with regulatory processes.
  • Energy and land use or water policy planning and/or development experience
  • Communication: Must be able to quickly synthesize complex multidisciplinary legal and scientific materials and provide well reasoned analysis and recommendations for the next steps that the agency should take.
  • Experience presenting verbal and written information to stakeholders in a clear and concise manner.
  • Strong writing skills and experience drafting and editing briefing papers.
  • People/project skills.
  • Excellent organizational and time management skills.

Conditions of Employment
  • State of Colorado residency is required at the time of application.
  • Must possess and maintain a valid state of Colorado drivers license when operating a State vehicle.
  • Regular Travel throughout the Region and occasional statewide travel overnight.
