Position Description
The Emergency Operations Hazardous Materials (HazMat) Response Captain serves as the intermediate supervisor for the Hazardous Materials Response team providing leadership guidance and expertise. As a supervisor the captain is responsible for overseeing the teams overall operations ensuring compliance with regulations coordinating resources and fostering a culture of safety and preparedness. This position requires strong leadership skills indepth knowledge of hazardous materials response and the ability to make critical decisions in highpressure situations.
Duties and Responsibilities:
Overall:
- Response Ready Ensure the daily response capacity and capability of the hazardous materials team is maintained.
- Safety Culture Develop implement improve and promote a safe working culture within the team.
- Serve as the Emergency Operations Branch Project Manager ensuring the timely completion and quality of the final product.
- Provide strategic direction to the HazMat team including but not limited to guidance training and support as necessary.
- Ensure the development and maintenance of relationships with key stakeholders both internally and externally to enhance service delivery and customer service.
- Develop Branch leadership not only within the Team but across the branch and organization.
- Ensure administrative functions of the Team are being conducted.
- Serve as the law enforcement liaison of the Emergency Operations Branch to internal and external stakeholders.
Team Leadership and Supervision:
- Provide direct supervision and leadership to the Hazardous Materials Response team through the Lieutenants including training mentoring and performance management.
- Ensure compliance with assigned daily activities ensuring adequate coverage and optimizing resource utilization.
- Foster a collaborative and supportive work environment that promotes teamwork professional growth and adherence to safety protocols.
- Conduct regular team meetings disseminating information clarifying expectations and addressing any concerns or issues.
Incident Management and Response Coordination:
- As needed perform duties as the hazmat branch officer and oversee hazardous materials response efforts ensuring effective response strategies and prioritizing the safety of responders and the public.
- Coordinate resources including personnel equipment and specialized gear to optimize response efforts and mitigate risks.
- Collaborate with other agencies stakeholders and incident commanders to establish incident objectives facilitate information sharing and maintain effective communication throughout the response operation.
- Make critical decisions based on the assessment of incident severity available resources and established protocols while adapting strategies as needed.
Planning Preparedness and Training:
- Develop and update comprehensive hazardous materials response plans policies and procedures considering local regulations industry recommended practices and collaboration with relevant agencies and team members.
- Conduct risk assessments identify potential hazards and develop strategies to enhance preparedness and mitigate risks.
- Organize and participate in training programs drills and exercises to ensure the readiness and proficiency of the Hazardous Materials Response team.
- Stay updated on emerging trends regulations and technologies related to hazardous materials response and incorporate them into response plans and training initiatives.
Regulatory Compliance and Reporting:
- Ensure the Teams compliance with hazardous materials regulations including but not limited to OSHA EPA DOT and NFPA standards.
- Ensure the Teams compliance with the TCFP and other internal regulations.
- Oversee the timely and accurate reporting ensuring adherence to regulatory requirements and internal policies.
- Stay informed about regulatory changes and communicate updates to the Hazardous Materials Response team ensuring compliance and adherence to evolving standards.
Resource Management and Equipment Maintenance:
- Manage the procurement maintenance and inventory of specialized equipment vehicles and personal protective gear required for hazardous materials response.
- Establish and maintain relationships with vendors ensuring timely repairs replacements and upgrades of equipment.
- Coordinate with other agencies and jurisdictions to establish relationships and enhance resource sharing during incidents.
- Ensure the availability and functionality of necessary resources and equipment for effective response operations.
- Handle adhoc tasks and special projects as assigned.

Requirements
Possess any combination of Education Experience and Training equivalent to the following:
Education and Experience:
High School Diploma or G.E.D. equivalent from an accredited educational institution.
Fifteen 15 years of relevant experience.
Including eight 8 years of management experience.
OR
- Associates degree from an accredited college or university.
- Twelve 12 years of relevant experience.
- Including six 6 years of management experience.
OR
- Bachelors degree or higher from an accredited college or university.
- Eight 8 years of relevant experience.
- Including four 4 years of management experience.
License and Certifications:
- At date of hire possess a valid drivers license State of Texas Class B Exempt or CDL.
- Must obtain a TDL Class B Exempt within one 1 year of hire.
- At time of appointment at a minimum be certified by the Texas Commission on Fire Protection (TCFP) as an Advance Structure Firefighter and Hazardous Materials Technician.
- Within one 1 year of appointment provide proof of completion for NIMS IS700 IS800 IS100 IS200 ICS300 ICS400.

General Information
Position Type and Typical Hours of Work:
Regular Fulltime
- Monday Friday Weekends (if necessary)
- The normal workweek is 40 hours; however the job is subject to flex time afterhours night holiday and weekend work possibly without prior notice.
- Work requires assignments to be performed during normal administrative hours and may be requested to work overtime and weekends for special program events.
Salary:
Work Environment and Physical Demands:
- Work requires the employee to maintain the necessary physical abilities to perform required job functions. Work requires seeing standing walking sitting climbing bending stooping kneeling reaching talking hearing pushing pulling and lifting and carrying weights as shown in the work classification.
- Work Classification: Light Work exerting up to 20 pounds of force occasionally and/or a negligible amount of force.
- Environmental Exposure: The physical environment requires the employee to work both inside and outside in heat/cold wet/humid and dry/arid conditions. Potentially required to use personal protective equipment to prevent exposure to various hazards.
