The Oregon Health Authority has an exciting opportunity for an experienced Policy Analyst to join an excellent team. This is an OPA3 fulltime 17month LIMITED DURATION classified position in the Health Policy and Analytics Division Office of Health Analytics.
What you will do:
The primary purpose of Health Care Market Oversight (HCMO) Policy Analyst position is to meet the Health Care Market Oversight Programs statutory charge to review proposed transactions involving health care entities. The HCMO Policy Analyst will be responsible for leading legislatively mandated 1year 2year and 5year followup transaction reviews. The HCMO Policy Analyst will be responsible for gathering information from a variety of sources reviewing and synthesizing the information in accordance with the programs analytic framework developing reports and other publicfacing materials for each transaction receiving and reviewing required reporting and other conditions of compliance from health care entities and overall project management for followup reviews. The HCMO Policy Analyst will also lead initial transaction reviews for less complex transactions as needed and contribute to the creation of broader program deliverables (e.g. annual reports guidance documents). The Policy Analyst will facilitate the identification and implementation of process improvements after each transaction review as the program continues to grow. The Policy Analyst is a member of the Cost Team within the Office of Health Policy and will work closely with other policy and research analysts across the Health Policy and Analytics Division in OHA as well as other OHA and DCBS programs.
Work Location: This position requires the ability to work remotely and maintain good communication with management coworkers and partners. This position is eligible for remote work by mutual agreement between the employee and their manager in accordance with the Working Remotely policy 50.050.01. Employees working remotely are expected to provide secure and functional connection to the internet and to maintain information confidentiality and security at all times. The manager retains discretion to approve modify or cancel agreements for working remotely. Occasional travel to meetings and trainings may be required.

This limited duration position falls under the OPA3 classification. The AA Rate Pay Range for this position is $6123.00 $9409.00 USD Monthly.

What we are looking for:
Minimum Qualifications:
A Bachelors Degree in Business or Public Administration Behavioral or Social Sciences Finance Political Science or any degree demonstrating the capacity for the knowledge and skills; and four years professionallevel evaluative analytical and planning work.
OR;
Any combination of experience and education equivalent to seven years of experience that typically supports the knowledge and skills for the classification.
Desired Attributes:
At least four years of experience conducting policy analysis policy research or qualitative evaluation including literature reviews or other information compilation.
At least four years of experience writing reports articles or other publicfacing products that required synthesizing information from multiple sources.
Demonstrated organizational and time management skills including ability to coordinate competing priorities.
Proven ability to communicate with diverse audiences effectively and professionally (e.g. public state agency staff legislators management).
Experience or subjectmatter expertise in health care transactions such as mergers acquisitions and affiliations.
Knowledge of health care industry consolidation and impacts of consolidation.
Experience or knowledge of the Oregon health care system.
Knowledge of state and federal health policy
